Job description
We have an exciting opportunity for an experienced registrar to lead our registration team at Fairfield House in Dalkeith.
We are looking for a customer focussed and creative leader who will be responsible for the day-to-day coordination of the Midlothian Registration service and the statutory duties in relation to registrations and ceremonies. We are looking for someone who will deliver a professional registration service and proactively explore opportunities to develop and promote the service, action improvements to services as necessary to meet and exceed customer expectations. Tact and diplomacy are essential as you will recognise the sensitive nature of your role when dealing with customers, stakeholders, and staff.
You will have the skills to drive change and continuous improvement, with an attention to detail and experience of interpreting complex legislation and regulations and turning this into practical and pragmatic operational working practices. You will be great at planning ahead, demonstrate knowledge of statutory, regulatory, strategic and key operational issues to develop the service and meet our national targets and regulatory compliance.
You’ll lead a team that relies on each individual to play their part to the best of their ability.
The Registration service sits within Customer Services and is focussed on improving and transforming how we deliver our services to our customers. Midlothian Council is undergoing a period of transformation, the successful candidate will have the opportunity to contribute to changing and improving the way the Council delivers services to our communities.
The role is based at the Fairfield House office with a requirement for occasional travel to other approved locations.
The candidate
You will hold a Certificate of Proficiency in the Law and Practice of Registration in Scotland.
It is essential that you have relevant working experience in a Council registration service involving births, marriages and deaths, as well as the provision of a ceremonial service.
Outstanding attention to detail is also essential, combined with exceptional organisational skills and the ability to manage numerous complex legislative processes confidently and effectively.
Excellent customer service skills are required and an empathetic and tactful manner with a warm and professional approach to sensitive issue is essential.
You must be a self-motivated individual who understands the demands of working within this type of environment and have a good understanding of the sensitive and confidential nature of the service.
You must hold a full and valid driving licence and be prepared to travel between multiple sites across Midlothian.

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
Based on you working 36 hours over 52 weeks per year the minimum actual salary for this position is £31,633.60 per annum.
