KEY TASKS & RESPONSIBILITIES: Management/Scientific To manage the Point of Care Testing Team in a coordinated way with the other 8a POCT Manager that best suits the service and service pressures as they arise. This will include POC staff across all the Trusts and other associated customer sites served by BSPS, directing staff in the most effective and efficient process to meet service need, being responsible for all aspects of the analytical work of the team To deputise for the POCT Specialty Lead as chair of the BSPS POCT Committee To advise on the design of POCT facilities within and extraneous to the Trusts. To evaluate devices, innovate and implement POCT testing and provide a total quality managed service to users of the BSPS business unit To work autonomously within agreed protocols including interpreting policies for the service To work and advise on processes not covered by standard operating procedures To plan workload for the Point of Care Testing department including adjustments to deal with emergencies, out of hours service and long term planning To make judgements and take responsibility for the prioritisation of work undertaken by the POCT team to ensure continuous and adequate service provision To ensure compliance with ISO 15189 and ISO 22870, and prepare the department for inspections To be involved in audit and process redesign of the POCT department with other senior members of Pathology to ensure the demands for POCT both on the wards across the Berkshire and Surrey Pathology Services network, and the community served by the respective Trusts are met Use in depth knowledge and skills to communicate with colleagues regarding investigations to be undertaken and to communicate with clinicians and other users tests to be performed and the interpretation of results To contribute to effective communication throughout the Point of Care Testing team, across the Berkshire and Surrey Pathology Services network, and the community served by the respective Trusts. To communicate specialist scientific information to healthcare staff within Pathology and to users within and external to the Trust To coordinate support staff, trainee staff and qualified staff across the Berkshire and Surrey Pathology Services network To develop and maintain Standard Operational Procedures used across the Berkshire and Surrey Pathology Services network and to ensure implementation of updated SOPs To ensure that laboratory Standard Operational Procedures are followed To be familiar with all specialist POCT devices in use throughout the Berkshire and Surrey Pathology Services network and the community served by the respective Trusts, and be able to maintain, operate and first line repair that equipment To ensure external maintenance contracts are initiated and fulfilled To ensure the departments quality standards are maintained and to troubleshoot any areas failing to meet these standards To co-ordinate all elements of the relevant ISO standard requirements and organise Annual Management Reviews for POCT To oversee the regular audit of quality control measures within the department and to present this data to the Specialty meetings in a timely fashion To be responsible for reviewing and analysing records pertaining to work and quality control, including those on the Laboratory Information Management Computer System. To act on any results and initiate corrective action as necessary To contribute to the system set up of POCT data managers, middleware and connectivity solutions, being responsible for their ongoing review and implementation of change to ensure continued effectiveness for users of the service To acquire and maintain sufficient knowledge in order to be able to complex troubleshoot the departments software applications. To use this knowledge to ensure most efficient use of the systems To extract computer data and manipulate it to produce useful reports for departmental and hospital clinical governance To organise complex audits as required and prepare and present reports using spreadsheets and databases To ensure up to date registers of POCT equipment and trained operators are maintained To take a lead in the development, evaluation and implementation of new technologies approved clinical trials and departmental research projects to ensure an improved and more efficient service, as required by the department and directed by the POCT Specialty Lead or General Manager To provide expert technical advice to clinicians, work colleagues or external contacts e.g. other hospitals, for the delivery of the service to the Trust(s). This can be complex sensitive information that must be accurate and may have medico-legal implications To maintain the high standards of the department by contributing to individual and team objectives To work collaboratively and to deputise for other senior Blood Sciences managers as required. To include liaison with other Pathology areas, our users both within and external to the Trust To work with the POCT Specialty Lead and General Manager to strategically plan the development of the POCT department encompassing organisational change both local and National e.g. transfer of secondary care work to community based diagnostics To be responsible for the provision of training for all users of POCT devices to ISO standards, including certification and registration of trainees, and to work collaboratively with groups outside the laboratory to ensure laboratory training obligations are met To develop innovative methods of POCT service provision in both primary and secondary care To represent the BSPS POC approach at scientific meetings both National and International, through presentations and publications Financial To participate in the budget setting process of the department in order to plan for future service needs and identify current cost pressures To work with the General Manager and BSPS finance, to monitor and control the POCT budget To ensure compliance with The Trusts Standing Financial Instructions by all members of the department and to act as an authorised signatory for staff pay and expenses and the purchase of goods and services in accordance with the SFI To be responsible for the stock control of reagents and consumable items in accordance with departmental procedures, delegating where appropriate To ensure the most economical use of reagents and consumables To promote the commercial opportunities of POCT nationally and internationally wherever possible, to provide private income for the Trust To ensure commercially sensitive information is protected in line with contractual requirements and the data protection act Personnel To attend and contribute as a senior member of staff, BSPS and departmental meetings helping to formulate policy and procedures to reflect clinical need. To propose policies and develop changes in practice for the service of the POCT Department To ensure the production of the staff rotas, section rotas as appropriate and their compliance with Trust policies and BSPS training/CPD objectives To discuss performance issues of all staff to ensure that departmental standards of work are maintained and to be involved in disciplinary procedures when appropriate To ensure POCT complies with Trust policies on personnel records, annual leave, sick leave and education To handle counselling, grievance, performance, development and disciplinary issues of department staff, updating the Support Services Manager/General Manager on a regular basis and advising if formal action is required To be actively involved in the selection and recruitment of staff To be responsible to the General Manager of Support Services for maintaining good standards of discipline, dress, timekeeping and behaviour of subordinate staff To motivate staff, recognising and managing their emotional state in order to maintain good working relations with all members of staff to promote effective teamwork To participate in the departments appraisal scheme as appropriate, as appraiser and appraise To formulate the departments training strategy and encourage others to develop their skills and abilities as appropriate. To help staff meet the competency criteria for working either unsupervised or out of hours Ensure that appropriate log books/portfolios are completed in accordance with requirements by the Health Care Professions Council and Institute of Biomedical Sciences To discuss with staff the expected outcomes of training and development activities prior to training events and afterwards to discuss actual outcomes. To assist staff to transfer, develop and use the new skills acquired To maintain and develop highly specialist Point of Care Testing knowledge (moving on from the base of the MSc or equivalent), management skills and abilities through Continuing Professional Development (CPD) To communicate relevant new scientific developments to all staff of the department To discuss differing expert opinion and apply as appropriate
