Main Purpose
To take the lead in the coordination and completion of the Procurement and Contracting Cycle for potential providers for the Holiday Activities and Food (HAF) programme for Summer and Christmas 2021 on a part-time fixed term basis (15 hours a week), starting as soon as possible and until end of January 2022.
To manage the effective communication of procurement and contract information to providers and expressions of interest, providing advice and guidance where necessary.
Coordinate and schedule the activities for the HAF programme for the Summer and Christmas period with oversight and support from the Education Project Manager.
To deputise for and proactively support the Education Project Manager in all aspects of the preparedness for the HAF programme as required and contribute to its overall effectiveness.

KNOWLEDGE
⦁ Good knowledge of key challenges, resource issues and client needs
⦁ Good knowledge of legislation and best practice relating to contracting and current agendas in Procurement.
⦁ An understanding of developments in contracting arrangements and processes.
⦁ Knowledge of effective partnership working strategies, particularly in the Education, Social Services and Voluntary Sector fields.
⦁ Good knowledge of current contract legislation and its impact on local Government.
⦁ Project Management Techniques

Experience

⦁ Experience of running complex tenders
⦁ Experience of joint contracting across a number of local commissioners
⦁ Suitable monitoring and contracting experience ideally in an Education or Social Services field.
⦁ Of effectively managing and delivering on projects.
⦁ Of working collaboratively and successfully as part of a team and in partnership with other agencies.
⦁ Of effective workload management.
⦁ Of promoting equal opportunities.
⦁ Of providing a customer focussed service.
Proven experience of delivering projects on target

Qualifications
⦁ Appropriate training/qualification or equivalent proven work experience.
GCEs or relevant experience in a similar post, ideally linked to Education/Health finance or contracting.

Special Requirements
Ability to work flexibly and occasionally outside of normal office hours.
The work will involve visits to settings where contracted services are delivered and therefore the access to a car and a clean driving licence is preferred.
