Job description

ROLE OVERVIEW
We are seeking an experienced and dynamic individual to join our team as the Head of Housing Policy. In this role, you will be responsible for developing and leading our Housing Policy Team, driving our business strategy and transformation efforts. Your primary focus will be on developing evidence–led corporate policies and practices that align with our council's vision and values, ultimately improving outcomes for our residents.

Key Responsibilities:
– Lead the development of evidence–led cross–cutting corporate policies and practices.
– Provide high–level policy advice to senior management, informing strategic decisions on service delivery and resource allocation.
– Oversee the Corporate Programme Management Office (PMO), ensuring alignment and realization of business outcomes from major projects/programs.
– Ensure implementation of Housing Policy Change Programme linked to the Social Housing Act.
– Engage with stakeholders to shape and develop the PMO offer and drive a challenging change program.
– Drive a culture of learning and continuous improvement within the organization.

ABOUT YOU
Key Achievements:
– Led the development of evidence–led housing strategies, policies, and practices aligned with organizational vision and values.
– Provided high–level policy advice informing strategic decisions on service delivery and resource allocation.
– Ensured compliance with relevant legislation and government policies.
– Established and maintained strong relationships with stakeholders at all levels.

Skills/Experience:
– Educated to at least first–degree level or equivalent experience.
– Significant experience in leading the design and delivery of complex corporate policy.
– Strong leadership skills with experience leading multidisciplinary teams.
– Expert understanding of key issues facing local government and public sector.
– Experience working with enterprise–level PMO preferred.
– Excellent communication and negotiation skills.
– Proficiency in project management methodologies and tools such as PRINCE2, MSP, P3O, M_o_R, APM, Praxis etc.
– Ability to work collaboratively and adapt to changing environments.
