Quantity Surveyor
Responsible to: Commercial Director
Responsible for: The financial control of any contract allocated to him
from job commencement until the settlement of the final account.
Non-Delegable Duties:
1) Manage all commercial aspects of assigned projects to maximise profitability.
2) Acting as the companies surveying representative at all times on assigned projects.
3) Assess, review and mitigate commercial and contractual risks and implement company policies for risk management.
4) Agreeing schedule of condition with PQS and or Architect before work commences.
5) Providing a cash flow forecast prior to works commencing, this to be updated as works proceed to provide an accurate financial management tool, implement measures to ensure a positive contract cash flow.
6) Providing schedule of information requirements for issue to Architect.
7) Prepare and present monthly valuations to the client’s commercial team.
8) Value and agree contract variations with the client’s commercial team.
9) Price additional works as may be required.
10) Work with the contracts manager and site manager to ensure formal instructions are received for all variations.
11) Work with the contracts manager and site manager to ensure that accurate site records are kept.
12) Prepare and present monthly cost reports – forecasting, CVR, risk & opportunity.
13) Preparing a contract procurement schedule for materials and subcontractors.
14) The responsibility of ordering all Sub-Contractors, plant and materials, and providing the
Site Manager with copies of all selected Sub-Contract estimates and orders together with accompanying conditions of order.
15) Obtaining three quotes for all major materials to be ordered on a ‘call off’ basis
and monitoring the actual purchase by site with the total adjusted, if necessary, by variations.
16) Obtaining such additional quotations that are necessary for Sub-Contracted work to ensure that the work is carried out at the lowest cost commensurate with quality and performance.
17) Ensuring that Sub-Contract orders are at the correct price level and comply with APS and contract conditions.
18) Valuing sub-contractors and preparing sub-contractor payment certificates.
19) Valuing and preparing weekly measured sub-contractors payment certificates.
20) Preparing and issuing contra charge sheets to sub-contractors where relevant and agreed with the senior Line Manager.
21) Settlement of the final accounts from sub-contractors and obtaining a certificate of agreement of their final account before issue of final payment certificate.
22) Checking of all meters before and after site works and checking that all consumables such as electricity and water etc are correctly charged.
23) Provide support to estimating with tendering when required.
Restrictions:
The Surveyor is not permitted to:
1) Purchase any material or place any order for work not under his direct responsibility.
2) Purchase any plant or other item of capital expense.
3) Agree terms with any Sub-Contractor or supplier that is not stated on the order.
4) Accept from or pay cash to any Sub-Contractor or supplier.
5) Accept any gift or favour from any Sub-Contractor or supplier.
6) Book annual leave at a time when the Senior Site Manager on a job under his control has already booked annual leave.
7) Engage or dismiss any operative or member of staff or offer a reward or inducement without authority.
General Duties and Procedures:
1) The Surveyor will make himself thoroughly familiar with the contract under his responsibility and advise on any surveying matter.
2) He will ensure that all variations to be properly and fully charged.
3) He will ensure that all paperwork relevant to his contract is properly filed into sections previously agreed and he shall keep a copy of all drawings in a manner that facilitates their recovery. He will provide the Commercial Director with a copy of all original contract documents for his safe keeping.
4) He shall keep the Commercial Director informed of all developments on his contracts that are relevant and he shall seek guidance in any area which he feels is required.
5) Where it is required to provide cost control information, the Surveyor shall obtain from the estimate a breakdown of labour and he shall schedule the labour cost and labour value and provide comparisons.
6) He shall attend an initial or pre-contract meeting and shall draw attention to unusual or special contract conditions.
7) Cost value reconciliations shall be carried out monthly on the agreed date for all contracts and accurate assessed costs of materials shall be obtained from examination of all unprocessed invoices, delivery notes and Equ2.
8) Agree with Site Manager and issue any contra charge applicable to Sub-Contractors.
