Job Purpose
- To ensure the quality, effectiveness and efficiency of the service provided by a number of social work staff through effective relational and motivational leadership and management.
- To ensure the provision of robust staff support and supervision and a commitment to continuous professional development within the workforce.
- To ensure effectively integrated delivery of services for children and families in the local area in collaboration with other statutory and voluntary bodies.
- To assist in the transformational development of services for children and their families in the area in line with The Promise.
Major Tasks
- Responsible for managing a number of Senior Social Workers within the team (currently 4 Senior Social Workers).
- To be responsible for the management and delivery of Placement Services: Placement Services comprise Through-care & Aftercare, Fostering, Adoption, Kinship Care, Supported Lodgings and Continuing Care.
- To ensure the provision of direction, guidance and assistance to colleagues in assessing need and managing risk, implementation and assessment of outcomes and to take a measured and proportionate response to risk that keeps children and their families at the centre of decision making.
- To oversee and evaluate the quality and effectiveness of services to children and families to agreed service standards and which support the realisation of the Children's Services plan and The Promise in practice.
- To assess practice and development personnel needs within the team and be responsible for realising continuous improvement in services to children and families.
- To lead on and assist in the continuous improvement of the service families are offered, based on the findings of The Promise and other national and local agendas and identify development needs across the service.
Typical Duties
- Working proactively to keep children and their families at the centre of the decision making.
- Ensure the provision of professional advice, guidance, support and leadership to social workers and consultation and support to other area-based staff as required.
- To ensure the effective and co-ordinated delivery of Children's Services Social Work in conjunction with other statutory and voluntary bodies.
- Ensure that this practice is in accordance with: (a) current child legislation and departmental policies, (b) devolved budgetary provision, (c) assessment, planning and procedural guidance (d) The Promise.
- To ensure that child protection procedures are adhered to, to offer robust direction and support to team seniors and to manage the day to day decision making processes related to child protection enquiries/ investigations.
- Organise the effective allocation of work within the team and regulate the workload of individual members of that team.
- To provide effective management of devolved budgetary provision and other available resources.
- To be responsible as budget manager for specific out of area placements and additional resource package budgets; working to return children from out of area placements where appropriate.
- Work together with other Team Managers to provide transformational change across the service to children and families along with agency partners.
- Participate in the on-call Out of Hours Duty Management arrangements.
- To work to agreed service standards and which support the realisation of the Children's Services plan and The Promise in practice.
- To be responsible for the effective implementation of agreed departmental and other service priorities.
- Work to continuously improve the quality of services through performance monitoring against agreed service standards and within the performance management framework.
- Implementing service improvement actions arising from self-evaluation and inspections
- Have oversight of referrals coming into social work and the follow up to these, ensure high quality, relational responses to requests for support are provided to families, working with partners to provide a seamless support package and to identify and respond to risks appropriately. Ensure that each child and their family who is receiving a service has an effective care plan that has the voice of the child and family firmly embedded.
- Ensure team members keep accurate records within the principles of ethical recording, effectively utilise the recording system and work within the Council Code of Confidentiality.
- Provide effective chairing and undertake tasks associated with all aspects of child care Social Work.
- To oversee and evaluate the quality and effectiveness of services to children and families.
Experience
ESSENTIAL
- Considerable post qualifying experience in childcare.
- Previous supervisory responsibilities working within a childcare area team or equivalent setting.
- Experience in multi-agency working.
- Assessing need and risk in child care practice.
DESIRABLE
- Previous management responsibilities.
- Project and/or service development.
- Monitoring and evaluating services.
- Provision of staff training and development.
- Budget management.
Education and Skills
ESSENTIAL
- CQSW or CSS or Dip SW and SSSC Registration.
- Chairing meetings.
- Provide purposeful leadership in team and multi agency environments.
- Effective analytical and evaluative abilities and clear thinking.
- Capacity to manage change.
- An expansive professional outlook.
- Working with a range of IT packages.
- Able to develop services and projects.
DESIRABLE
- Previous management responsibilities.
- Project and/or service development.
- Monitoring and evaluating services.
- Provision of staff training and development.
- Budget management.
- Certificate in Child Protection or equivalent qualification.
- Recognised management qualification.
- Knowledge, experience and ability to work with new technologies.

This role is based in a beautiful location. The nature of the management position requires presence within the office. However, there is the opportunity to work from home for various admin duties and online meetings. This role would suit someone who is local or is looking to relocate to the Moray area. This can also appeal to someone slightly further afield interested in hybrid working.
