Job description


The EOC Support Services Manager is a key role within the EOC Business Unit and will focus on providing effective leadership and direction to all staff and managers within the Support Services Team and across the four EOC functions.

The post holder will work with the Local Area Managers to ensure the implementation, and future development, of EEAST’s Clinical Model and UEC strategy, with a lead role in strategic project management, as required.

The post holder will assist with holding the Local Area Managers within their function to account for ensuring operational and clinical performance, to achieve national performance standards and local Key Performance Indicators, which support optimal clinical outcomes, and best patient experience and safety.

The post holder will contribute to the Clinical Operational Service Planning process of the Trust and will be involved in several key strategic and operational developments, including significant business change processes.

They will jointly hold responsibility, with the Deputy Chief of Clinical Operations, for the management of the regional EOC, and support six ICSs. This will require an ability to communicate clearly and concisely within the Organisation and with external agents.

• To work in conjunction with other Senior Managers to manage staff and provide direction and leadership (and associated budget and recruitment management to the Tactical Operations/Incident Command Cell (TOC) Teams and operational staff, ensuring Key Performance Indicators are achieved.
• To continually monitor and assess service requirements and negotiate with the Duty Tactical Commanders, facilitating adjustments, where required, to ensure optimum planning of services across the Trust.
• To participate in supporting major incidents and be Tactical Command for Major Incident management across the Trust.
• To ensure that the Trust is in a state of readiness to respond to a largescale or Major Incident, and that operational staff are kept informed of recent changes and developments in this area.
• To contribute to, support, and deliver, effective management of all contracts within the EOC Business Unit, monitoring performance against agreed standards and national targets. Formulate and enact plans to rectify performance issues against contract standards.
• To be responsible for ensuring that any identified risks to service delivery, patient safety, performance, and finance, are reported to the Head of Clinical Operations. Develop actions to mitigate impact on the Trust and obtain agreement from the Head of Clinical Operations to implement, as appropriate. Monitor and evaluate effectiveness

EEAST employs over 5,000 staff with a further 1,000+ volunteers who between them cover 7,500 square miles and care for a population of more than 6 million.

Our three control rooms in Bedfordshire, Norfolk and Essex handle more than 1 million 999 calls every year, over 2,500 calls a day.

We manage a fleet of over 1,000 vehicles including double staffed ambulances, rapid response cars, operational commander response vehicles, patient transport and support service vehicles.

The East of England works alongside 17 Acute Trusts with Accident & Emergency services and a Major Trauma Centre in Cambridge. Access is available to neighbouring MTCs such as those in London.
