Cambridgeshire County Council’s Policy & Insight Team provides data, analysis insight and policy expertise to support the operational management and strategic planning of services.

The Policy & Insight Team are looking to recruit a new Junior Insight Analyst to assist with providing data, analysis and insight to the wider County Council and partners for a fixed term period of 12 months. The role is offered on an up-to full-time basis, and part time applications would be considered. We are a hybrid working team, working flexibly from home, our main office in Papworth and Council offices located around the county. Our technology platform supports remote working and flexible working patterns.
Our Junior Insight Analysts are expected to be technically proficient in data analysis and the use of analytical tools. They will have some experience in research or other analytical roles combined with excellent IT, time management and communication skills. The successful applicants can expect to develop their knowledge and expertise further and complete complex analysis using Excel, Power BI, GIS software and other data manipulation tools. This could include the opportunity to complete a level 4 Data Analyst Apprenticeship with our current provider Estio.
We encourage our analysts to work across a variety of subject areas, supporting Cambridgeshire County Council and partners in the wider public sector to make well evidenced decisions. The role currently being offered will predominantly focus on drawing insights from adult education data working to support the Cambridgeshire and Peterborough Combined Authority and the wider skills and economy portfolio. It would be beneficial to have experience in one of these subject areas, but subject matter training can be provided so this is not essential. Please be aware that due to the nature of the data we handle, this role will require a basic DBS check.

Shortlisted candidates will be invited to complete an Excel assessment task on Thursday 21st March 2023 which will test basic data management and analysis skills. Candidates will require access to spreadsheet software such as Microsoft Excel, Google Sheets or Numbers. The assessment will take place online via Microsoft Teams.
Successful candidates will then be invited to an in person interview, taking place on Wednesday 28th March 2024. We can provide an online interview on a different date in certain circumstances. The interview will include a short presentation task to allow candidates to demonstrate their ability to explain their approach to and conclusions from a small piece of data analysis. Instructions for the data analysis and presentation task will be provided to candidates following the Excel assessment.

As a Junior Analyst you will work under the guidance of Analysts and Senior Analysts to:
provide data, insight and analysis to the wider County Council and its partners.
work on projects to enter, clean, reformat and interpret data, analysing what it is saying and being able to think strategically about how the Council can use it.
work with elected members, colleagues and partners to support high-quality, evidence-led planning, decision-making and performance improvement.

About youThis role would suit someone with knowledge of data collection and analysis. This knowledge could have been gained through employment or study. You should be prepared to provide examples of scenarios when you have worked with a dataset(s) and with analysis software (for example Excel, PowerBI or GIS).
The P&I team come from a variety of study and work-based backgrounds such as geography, politics, philosophy, anthropology, maths and engineering but we all tend to be numerate, problem-solving individuals. Training and development opportunities will be provided and we encourage applications from anyone that meets the essential criteria and is passionate about drawing meaning from data.As a minimum you will have 5 GCSEs or equivalent including English and Maths and ideally a higher education qualification (level 4 or above). You will be fully proficient using Microsoft Windows and Office packages and have a high standard of numeracy, literacy and communication skills. Being well organised with good attention to detail and the ability to consistently produce high quality work is also key. You should also be able to demonstrate awareness and understanding of equality, diversity and inclusion (EDI).
