Capital Programmes Lead
Location: Merseyside, Hybrid
Contract: Ongoing
Pay: Inside IR35 – Negotiable DOE
Spencer Clarke Group are looking for a Capital Programmes Lead to join our client, a local authority in Merseyside. In this role, you will lead and drive the Council’s Capital Programmes, managing diverse projects of varying scales to deliver efficient, timely, and cost-effective programme management.
Main Duties and Responsibilities
Lead and manage the Council's Capital Programmes, ensuring efficient and cost-effective programme management.
Act as the corporate property advisor for other council services, providing property-led capital solutions.
Lead the procurement and management of small, medium, and high-value schemes throughout the programme life cycle, from feasibility to completion.
Lead the creation of procurement frameworks, associated tenders, and wider governance processes, including capital planning.
Manage the delivery of key development projects, including effective project and risk management plans, ensuring legal compliance.
Ensure that all risk assessments are conducted in accordance with legal and statutory requirements, including CDM regulations.
Manage capital programmes, budget, and resources, ensuring efficient spending within budget parameters.
Qualifications/Experience needed
Relevant technical/professional qualification in a construction-related field (Building Surveying/Architecture).
Strong understanding of key aspects of design, construction, and delivery.
Expertise in local authority property portfolio and schools capital programmes.
Proven track record of working in partnership across public, private, and third sectors.
Significant experience in managing a diverse and complex estates portfolio.
Extensive and effective interaction with a wide range of internal and external stakeholders.
Experience in local government or public sector organization.
