1. JOB DETAILS Job Title: Safeguarding Children Secretary Band: Band 3 Locality: Children Young People & Families Service Base: Health Team: Multi-Agency Safeguarding Hub (MASH) Responsible to: Michelle Smith/Karen Mitchell: Named Nurses Child Protection 2. JOB PURPOSE The role of Safeguarding Children Secretary is a specialised role within Livewell Southwest Health Team: MASH and is essential to the delivery of an effective, comprehensive and competent administration service which is child focussed, promoting good standards of service and effective interagency and partnership working relationships. SCOPE AND RANGE The Safeguarding Children Secretary will provide a comprehensive administration service for the Health Team: MASH and the wider Safeguarding Children Team when required co-ordinating their own workload, prioritising tasks and communicating capacity issues as and when they arise. The Safeguarding Children Secretary will lead administration projects, providing regular update reports and identifying risks to successful completion. Confidentiality will be maintained at all times. Organisational Structure Director of Governance/Executive Lead for Safeguarding Children Head of Service, CYPFS Services Named Nurse Child Protection, Safeguarding Children Team Safeguarding Advisor (Children), Health Team: MASH This role MAIN DUTIES AND RESPONSIBILITIES Maintaining a comprehensive administration service and a secretarial service for the Health Team: MASH dealing with matters of a highly confidential and clinical nature. The administration service will include diary management, typing, scheduling meetings, and maintaining efficient information and document retrieval systems, both manual and electronic. This will include word processing of letters and reports from both dictation and manuscript and the creation and maintaining databases. Acting as first point of contact for the Health Team: MASH managing telephone calls, correspondence, and greeting visitors, answering enquiries and furnishing information to enquirers in an accurate, welcoming and confidential manner. To use own initiative in dealing with day-to-day operational issues as they arise, prioritising own workload and to exercise sound judgement in the need to escalate issues to clinical staff. Using judgement and discretion in dealing with sensitive issues, making prompt and appropriate initial responses, escalation to clinical staff as required. To develop and maintain accurate databases. Producing reports from the information, as required. Receiving, opening, logging and distributing mail and emails, responding where appropriate and directing / prioritising to assist in the efficiency of the service delivery. To undertake telephone and personal communication with a wide range of people including but not restricted to: - People who use all health services in Plymouth - Livewell Southwest Safeguarding Children Team - Health service clinical and admin staff. - Devon and Cornwall Police - Livewell Southwest Adult Safeguarding Personnel - Plymouth City Council Safeguarding Children Personnel - Devon Clinical Commissioning Group Safeguarding Team. - Safeguarding Leads Primary Care. Lead on administrative project work, being accountable for a successful outcome and escalating any constraints to such. An example includes the development of admin systems and processes to enable the smooth running of the administration element of the health safeguarding team. Follow and implement the PPN recording process. Escalate any concerns to the Safeguarding Advisor. Be confident and capable in accessing and inputting to a range of electronic patient identifiable databases, working flexibly, as necessary, to cover fluctuating demand on the service. To monitor the receipt of safeguarding children information from a range of agencies and inputting that to the relevant patient record if required. Updating clinicians as appropriate. To actively participate in own learning and development. Ensuring compliance with mandatory training and participating in annual appraisal. Any other reasonable duties commensurate with the role. 4.1 Responsibility for People Management Responsibility to support the induction of any new administration staff Scheduling appointments and meetings for the safeguarding advisors, ensuring appropriate and optimum time management. 5.0 Physical demands of the job Frequent sitting and standing, inputting at a keyboard for most of the day. Flexibility in undertaking hybrid working Concentration is required when inputting into systems, typing documents, making appointments and processing records with a need to ensure accuracy and compliance with record keeping policy. 6.0 Freedom to Act To operate with a high degree of discretion and autonomy in delivering the secretarial functions associated with safeguarding children practice in Livewell Southwest. 7.0 Equality and Diversity Be able to deliver on and to embed equality and diversity values into service delivery, and work activities within the service area. 8.0 Review of this Job Description This job description is intended as an outline indicator of general areas of activity and will be amended in the light of the changing needs of the organisation. It will be reviewed in conjunction with the post holder on an annual basis 9.0 Additional information for the post 9.1 Responsibility for implementation of policy and/or service developments The Safeguarding Children Secretary is required to comply with all relevant policies and procedures pertinent to their post. Current versions can be found on Healthnet or via your manager. The areas listed below are those Livewell Southwest currently places particular emphasis on. Failure to follow correct policies and procedures may result in disciplinary action. 9.2 Safeguarding Children and Adults All employees have a duty to safeguard and promote the welfare of children and adults and are required to act in such a way that at all times safeguards their health and wellbeing. Familiarisation with and adherence to national and local safeguarding adults and childrens policies is an essential requirement upon all employees. Livewell Southwest has specific safeguarding policies and in addition, employees also have a responsibility to practice and work within the multi-agency policies developed by the Safeguarding Adults Board and the Safeguarding Children Partnership. Staff are also required to participate in related mandatory/statutory training. 9.3 Health and Safety at Work: You must co-operate with those in authority and others in meeting the statutory requirements and in following policies and procedures. A copy of the Health and Safety Policy is available from the Healthnet or from the Risk Management Department. You are reminded that in accordance with the Health and Safety at Work Act 1974 you have a duty to take reasonable care to avoid injury to yourself and to others affected by your work activities. You will be notified where your post carries a requirement for immunisation. You may be required to be able to undertake physical intervention training and participate in physical intervention as part of a physical intervention team and BLS 9.4 Infection Control: Livewell Southwest (CIC) is determined to eradicate healthcare-acquired infection and puts a great deal of emphasis on the responsibility of all staff to ensure their own personal and others compliance with Infection Control (including Hand Washing) Policies. All staff must comply with infection control policies and guidance, attend relevant updates and report issues of concern to their immediate line manager (if no action or explanation received, then it is the individuals responsibility to escalate their concerns to the Director of Operations or Chief Executives Office). 9.5 Risk Management: In Accordance with the Risk Management Strategy, employees will participate, whenever required, with the risk management process. They will support line managers by attending mandatory and statutory training, completing incident/accident forms for every adverse event or near miss that occurs, report all defects and complaints, and communicate any dangerous situation to individuals potentially at risk. Sustainability and climate change: All staff are expected to take responsibility for the reduction of carbon emissions within their area of the organization. This may relate to reducing energy consumption, making low carbon travel choices, consideration of goods and services being purchased, and waste reduction. Other: This Job Description is not exhaustive and may change as the post develops, but such change will not take place without consultation between the post holder and his/her manager. Job descriptions should be reviewed at least annually at the appraisal meeting. The Working Time Regulations apply to all employees of Livewell Southwest. In particular Livewell Southwest (CIC) will not permit staff in all employments to work more than 48 hours in any one week except where there are exceptional service needs where an absolute limit of averaging over a reference period of 17 weeks would apply.
