In response to this ambition and the government’s Roadmap for digital and data 2022-to-2025 (Mission Three), the Home Office Data and Identity Directorate is leading development of the Department’s data governance capabilities, which includes implementing a new data governance operating model; rolling out modernised data catalogue software; and delivering an enhanced suite of policies, guidance and training.
The Data Catalogue Manager is a new role within this Directorate. You will support implementation of the data catalogue software, which is replacing use of Microsoft Excel for the Department's Information Asset Register; and help the organisation to make the most of this new, modernised technology. Ultimately, you will be focussed on enabling Data Owners and Stewards to effectively manage their data assets ensuring they serve their intended business purpose and broader potential value to government.

Your role as Data Catalogue Manager is pivotal in supporting business users to get the most out of the data catalogue technology, whilst minimising the business change impact. Many users, but not all, will be familiar with good information asset management and the value of an information asset register. However, the Department’s information asset register used to be housed within a Microsoft Excel workbook, and this is what users are familiar with. They are not proficient in modern data governance / cataloguing technology.
Over the past 6 months, training has been delivered to the users of this new data catalogue software, and your role is to support them in using the technology to manage and exploit the information asset register. This includes development of a centralised record of data processing activities (aka RoPA (Record of Processing Activities)), as it has been decided to house this within the new data catalogue as opposed to business areas maintaining their own, separate RoPAs in compliance with Article 30 of the data protection legislation.
In parallel, your team is rolling out a new data governance operating model, which is appointing Data Owners, Stewards, and Custodians. Some of the recently trained data catalogue users will be within their teams, but there may be a cohort of new users that you’ll need to onboard. Either way, you will support Data Owners and their teams with understanding their data assets and related responsibilities as part of a new, departmental data governance service offer.
For context, developing a departmental data governance service is part of a broader programme that’s transforming many of the Home Office’s data services. This is because the Home Office Executive Committee is committed to “Harnessing data and technology to deliver modern services,” which “…focuses on adopting digital solutions and ensuring our policy making functions can effectively understand and respond to technological developments. Quicker and better insights will enable us to improve outcomes….” Your role is critical to enabling this.
It also means you will work closely with technology colleagues to explore how we can take advantage of new products linked to the Data Catalogue. You may be required to undertake user research, capture user needs, and sponsor them through the technology development process.
Due to the nature of the role, this post can only be offered on a full-time and compressed hours basis.
Where business needs allow, some roles may be suitable for a combination of office and home-based working. Where this is the case, employees will be expected to spend a minimum of 60% of their working time in the office. Applicants can discuss any specific questions with the Vacancy Holder.
Responsibilities
Your main day-to-day responsibilities will be:
• Software admin. Perform data catalogue software administrative duties, in conjunction with the technical team, to ensure that the Home Office Information Asset Register and Departmental RoPA are maintained e.g., setting up defaults, and actioning change requests.
• Reporting. Provide data analysis and insights from the data catalogue to assist Data Owners and their teams with the management of their data assets. This includes conducting quality assurance checks to ensure accuracy and compliance with data protection legislation and internal policies. You may also identify new user needs that should be captured and submitted to the technical team in support of developing the software.
• Guidance. Develop guidance on using the data catalogue software to effectively manage data assets. This may include the design and delivery of training products, either virtually or on-demand.
• Communications. Produce comms material that promotes the benefits of the data catalogue and data asset management, and present regular updates to stakeholders on service performance of the data catalogue.
• Collaborate. Work with expert teams e.g., data quality, data sharing, and data privacy, to support adoption, exploitation, and development of the data catalogue technology, specifically in relation to enhancement of the other data services.
The above list of duties are not exhaustive, and the post holder may be required to undertake any of the above tasks or additional tasks not listed above, within the remit of their grade, to support the team.
