Position: Highways Delivery Manager
Reports to: Highways Service Manager
Responsible for: Highways Contract Management and Commissioning
Directorate and Service Area: Place and Economy, Highways
Purpose of the Job: The Highways Delivery team, within the vibrant and forward-thinking Place and Economy Directorate, is dedicated to providing essential services to residents. As the Highways Delivery Manager, you will contribute to the efficient and effective operation of the road network, ensuring strategic development aligns with budget constraints, legislation, and sustainability goals.
Key Responsibilities:
- Support the Service Manager in discharging statutory duties for maintaining the highway.
- Effectively manage the Highway Services Contract in coordination with colleagues, fostering a cohesive client approach.
- Collaborate with the Service Manager to oversee all aspects of Highways Service delivery, ensuring compliance with the contract, and facilitating effective communication with the contractor.
- Develop positive relationships with the contractor to address issues in the best interest of residents and communities.
- Provide informed advice and information to decision-makers, ensuring strategic priorities and objectives are met in compliance with statutory obligations.
- Monitor and manage budgets, performance, and risks related to the service, ensuring financial regulations are followed.
- Deliver high standards of customer service to elected Members, councils, and residents, addressing concerns and issues proactively.
- Manage the team responsible for Contract Inspection.
- Collaborate with colleagues in Highways and Transport to address Highways issues and contribute to the wider needs and ambitions of the Council.
Person Specification:
- Education: Educated to degree level or equivalent by experience (e.g. civil engineering).
- Experience: Sound understanding of English local authorities' statutory Highways Duties, experience in infrastructure contract management, and knowledge of current highways maintenance practices.
- Skills: Excellent communication and interpersonal skills, effective influencing/negotiation techniques, problem-solving, and decision-making abilities.
- Additional Factors: Willingness to travel independently across North Northamptonshire, occasional attendance at meetings outside normal working hours.
- Professional membership of an appropriate body.
- Experience in NEC4 TSC contract environment or similar.
- Knowledge of public service governance expectations.
- Experience in budget management, especially with large revenue and capital budgets.
