Pay Rate: up to £25.13 per hour PAYE depending on experience
Hours per week: 37 Monday – Friday, normal working hours
This opening assignment is for 6 months
City: ATHERSTONE
Will consider 3- 4 days a week.
Develop an effective Corporate Landlord service for the Council, with a particular emphasis on drafting the development of a new Asset Management Strategy and the embedding of an overarching corporate property support service council wide.
Key Responsibilities
- Provide professional and technical advice on the strategic management of the council’s corporate land and estate including all corporate assets, property and buildings, energy usage and contracts.
- Lead Officer to project Manage and implement the work of the Corporate Property Group.
- Achieve the efficient management of the Council’s land and property assets with regard to departmental and corporate aims and objectives and to maximise and secure all income available to the authority.
- Develop, prepare, maintain, and implement the Council’s Asset Management Strategy and delivery plan in conjunction with the Corporate Property Group including calculation and monitoring of property related national and local performance indicators.
- Develop relevant documentation and manage an external procurement to undertake a complete rent review of all of the councils’ commercial assets, the development of a medium-term maintenance programme for all council assets, valuation of key sites and facilities to ensure the efficient and effective management of the Council’s land and property assets.
- To continually seek and identify opportunities to maximise benefits from the Council's property assets, for service provision and to increase the Council's financial position, by undertaking a range of negotiations, problem resolution and provision of advice, such as land sales and acquisitions, lease renewals, covenant releases, granting of easements and development agreements.
- Liaise effectively with all other sections in the Council as required with a particular emphasis on the delivery of major projects, including land available for development, acquisition of new assets, disposal of existing assets, working with Housing re the provision of affordable housing and development of the Borough's social infrastructure as required and development of new facilities e.g., leisure centres.
- Ensure that all communications, both internal and external, are dealt with promptly and in a courteous manner.
- Prepare reports for committee to update and inform Members of progress made, or for approval following the conclusion of negotiations. Also, to attend committees and present reports where necessary.
- Oversee and develop energy policies, including national and local performance indicators, advise members on energy procurement, and monitor the council's energy consumption and payments to suppliers.
