We have an exciting opportunity for a skilled and caring Operations Manager/ Registered Manager to undertake a vital role at a Childrens Home group In South/ East London. We think this could be an Amazing opportunity for the right candidate!

DUTIES AND RESPONSIBILITIES
-Take overall responsibility for the management and leadership of South London & East London territories as Operations Manager and Registered Service Manager reporting directly to the Head of Operations who reports to Director of Operations (DoO).
- Promote high standards of care in line with new Ofsted regulations and bodies.
- Lead and manage both Managers and resources to ensure high standards of service are achieved within the homes, exceeding regulatory standards.
- Register with Ofsted as the Registered Service Manager for all operational homes and new homes within designated London territory.
- Develop and implement Ofsted registration requirements with the Nominated Individual/Head of Operations for chosen/selected properties.
- Monitor, coach, support, and motivate all Care Managers to enable them to reach their full potential.
- Lead the planning, development, and delivery of effective, efficient, and sustainable services across the London region, realising the strategic aims and ensuring the maximum positive impact on young people, stakeholders, and related parties where applicable.
- Become fully knowledgeable and cognisant of ClearCare, the company’s system for the management of children’s social care settings which is designed to ease the process of creating and storing essential records.
- To ensure ClearCare and Linguix (AI-based writing assistant for team to correct all reports and ensure emails are error-free) are used effectively in all aspects, and to ensure that the team reporting to you does so also.
- Develop and maintain professional relationships with external agencies and other professionals associated with the young people and company.
- Safeguard the health, wellbeing, and safety of all young people within the care. In the event of a concern regarding any young person or staff member, immediately reporting these concerns innline with appropriate policies and procedures.
- Become the Designated Safeguarding Lead for the allocated region (appropriate training scheduled upon appointment)
- Ensure that a high level of service is delivered within the homes and that the homes are all compliant in relation to health and safety, other relevant regulatory frameworks, and requirements.
- Ensure that the services are delivered in line with budgets, financial parameters, stakeholder expectations, and key performance indicators.
- Manage the budget to ensure the business remains viable, and to meet and exceed the key performance indicators for people, quality, and performance.
Finance
- Be cognisant of pricing and fee packages for all young people in care.
- Diligently compute and set commensurate fee structures following consultation with the HoO.
- Ongoingly assess existing/new children’s care plans and deduce if support is commensurate with needs of children and therefore seek (where possible) potential increase in fees and support to be taken forward by Placements Team
- Proactively reduce the number of vacancies in order to increase occupancy in the homes.
- Successfully manage the opening of new homes in order to grow the business and increase revenue, without compromising the level of care.
- Manage the designated budget, ensuring value for money is achieved.
- Monitor and control expenditure of the homes’ spending.
- Ensure agency costs are kept within the agreed expectation.
- Authorise and monitor items purchased for the home.
- Investigate and report any financial irregularities appropriately.
- Be fully familiar and cognisant of the divisional monthly performance statement and seek to communicate each home performance monthly with Care Manager is ongoing. Keeping a keen eye on budgets and overspend.
Employee Management
- Become fully knowledgeable and cognisant of the company’s HR management software. Effectively use this software in all aspects of everyday business and ensure that the team reporting to you does so also.
- Become cognisant the company’s system to set/plan and oversee staff rotas though enabling the management/deployment of appropriate staff hours, ensuring key tasks are fulfilled, and including provision for back up as required in times of emergency/out of hours. Total number to be set on a weekly basis and measured against adopted rota and punching in/out which is designed to monitor real-time hours/ shifts being worked and costs. Check the budget against actuals achieved every Monday.
- To support with the recruitment of high calibre, capable, and conscientious employees that demonstrate the values and behaviours, and deliver consistently high-quality services.
- Ensure the workplace upholds effective systems that are understood, implemented, and monitored, with consideration to company policies and procedures, including those relating to health and safety, equality and diversity, and maintain a positive working environment.
- Drive a high engagement culture through vision and great leadership, coaching, development, recognition, and communication to retain the people.
- Conduct robust performance management duties, including mentoring, coaching, supervisions and appraisals.
- Ensure all KPIs are met and achieved, with weekly KPI updates to be sent to the Head of Operations.
- Identify and pursue training and development needs to drive succession and talent management of the people.
- Manage people matters and challenging situations, such as investigation, disciplinaries, grievance, capability, and absence.
Meeting Standards, Compliance and Quality
- Drive forward all Ofsted ratings to work towards “good” or “outstanding”.
- Ensure that all employees within the home understand their role, so that they can undertake their duties and responsibilities to a consistently high standard. This will be completed through regular visits to the home, attending team meetings, supervisions, meetings and regular audits of the homes.
- Comply with all statutory and legislative requirements.
- Comply with all the company’s policies and procedures, and all other relevant supplementary instructions.
- Liaise with and always cooperate with relevant local authority employees and other professionals (MDT), meeting their requirements as appropriate.
- Prepare detailed reports for statutory and case reviews to a consistently high standard.
- Ensure compliance within legislative and company health and safety standards.
- Implement quality assurance practices to monitor and evaluate standards of individual employee and overall team performance, to support the company in achieving its objective to continuously improve upon quality.
PERSON SPECIFICATION
Knowledge/Education/Skills
- Suitability and ability to pass the Ofsted ‘fit’ test, in line with the role expectation.
- Knowledge of relevant legislation, regulations, and standards and how to apply them.
- Good understanding of safeguarding processes and how to implement them
- Good leadership and management skills including financial management.
- A sound understanding of practice and working with young people.
- A good understanding of the policies and procedures utilised in Children’s home/supported accommodation (semi independent) care service.
- Qualifications are essential, i.e., Level 5 Diploma in Leadership and Management, Children & Young People’s Services, or equivalent.
Experience
- Significant experience within a leadership role in a multi-site organisation.
- Experience and understanding of running a children’s home/supported accommodation (semi independent) care service.
- Experience planning and leading strategic initiatives.
- Well established stakeholder relationships with a proven track record of running successful children’s residential/supported accommodation (semi independent) care services and influencing change.
- Substantial recent experience of business partnership, relationship and facilitation management skills gained in a similar role.
- A strong background of successful residential children’s home/supported accommodation (semi independent) care service.
- Management skills are essential, preferably with knowledge of Ofsted requirements, working in challenging environments and leading excellence in care.
- Turnaround experience in children’s homes/supported accommodation (semi independent) and a successful problem solver.
- Achieved Good or Outstanding judgements in previous settings under their leadership.
