Role overview:
Hill are looking for a new estimator to join the team responsible for the preparation of budget estimates, cost control documents and open market competitive tenders to secure future workload for the Group.
Role Scope:
- The Estimator will be allocated projects as appropriate however they should be able to deal with schemes of all size and complexity targeted by the Hill Group.
- This job description is based on the Estimator controlling their own projects.
Job Description
- Responsible for the production of tenders, in the mid-range of size and complexity
- Set up Estimate File in Causeway
- Importing and resourcing of BQs into Causeway autonomously and time efficiently.
- Ensure supply chain enquiries contain all relevant information extracted from the Bid Document and Inclusion Lists and are recorded on the appropriate forms.
- Able to undertake measurement to produce bills of quantities.
- Identify any financial, design, production, and contract risks/opportunities.
- Collaborates with Business Development and Regional teams to ensure complete bids and subsequent handover of secured projects to the delivery team.
- Arrange and attend site visit, take photographs and record in the appropriate file.
- Identify other internal interested parties and ensure the appropriate documents are distributed.
- Send enquiries and secure tender bids from supply chain including setting up a ‘chase list’ of subcontractors and suppliers. This should be reviewed and agreed with the Regional team and other Hill departments as appropriate.
- Carry out a full review of all tender/bid documents to ensure the bid complies. Identify any financial, design production and contractual risk/opportunities in conjunction with the Bid team.
- Responsible for the production of budget estimates.

- Measure quantities and produce Bill of Quantities.
- Demonstrate competency in pricing from first principals.
- Input design fees, Planning, Inspection Fees, Statutory Authority costs as advised by the Technical Department.
- Calculate and input allowances for fixed prices addition, design and build risk, overhead recovery and profit based on standard or specifically agreed rates.
- Chair the pricing element of the settlement meeting, presenting clearly and concisely what has been priced in each subcontractor package
- Carry out post tender/submission negotiation and reviews and provide documentation to Head of Estimating, for further discussions with client
- Respond and review comments made within Commercial Buying Analysis to assist with delivery of projects.
- Interrogate all quotations received from supply chain and discuss with subcontractors specific inclusions.
Skills, Experience and Attributes:
BTEC/HNC/NVQ4 or equivalent
- Experience in housing sector in Commercial or Estimating
- Previous experience of working on complex and prestigious projects, with an ability to deal with schemes of all size and complexity
- Can demonstrate a knowledge and understanding of building regulations and building contracts
- Competent in pricing from first principals
- Ability to work collaboratively across our organisation
- Previously managed assistant or trainee estimators
- High levels of commercial and business acumen
- Excellent communication and negotiation skills to use with both clients and consultants
- Have a knowledge and understanding of compliance with Health & Safety legislation, policies, safety plans, risk assessments and method statements
- Demonstrate an understanding of the supply chain to ensure enquiries are issued and quotations received from subcontractors and suppliers.
- Have a detailed understanding in the operation of the Causeway estimating package.
- Have a good understanding of the requirements of social and private housing.
- Have a good understanding of the requirements of Secured by Design.
- Have a good understanding of the requirements of the Scheme Development Standards.
- Have a good understanding of the requirements of CfSH & BREEAM.
- Possess communication and negotiation skills for use in dealing with Clients and Consultants.
- Possess basic team leadership qualities
- Understand the Client Journey
