Job description

Role Overview

Resilience is central to how we think about and shape our city. London has survived and prospered because of its capacity to withstand external shocks, its ability to adapt to change and respond to upheaval. It is our responsibility to current and future Londoners, to make sure that our city remains resilient and that we maintain and enhance the conditions which allow us to thrive. Today, London is faced with unprecedented challenges including the consequences of climate change, urbanisation, rapid population growth, social inequality and the risks associated with economic integration and interconnectivity.

Following a recent review, an agreement has been reached to transfer the London Resilience Group from the London Fire Brigade to the GLA and to merge with the current GLA City Operations team. The merger of the two teams is an opportunity to bring together London’s resilience arrangements into one place – from longer-term policy, prevention and adaptation, through to emergency preparedness, response and recovery. The team will support London working towards the UK Government Resilience Framework ambitions of a shared understanding of risk; a greater emphasis on prevention of emergencies; and a whole-of-society approach to resilience.

We are seeking an experienced senior leader in a new and exciting role at the Greater London Authority, which provides an opportunity to lead a dynamic team that delivers resilience policy for London, maintains and develops resilience partnerships, and coordinates the response to major incidents and emergencies that impact on London’s ability to operate as a city.

At the core, this role will help make London a safer city by working with the London Resilience Partnership, London Government, Central Government and international organisations to develop, broaden and strengthen London’s City Resilience.

This includes overseeing obligations held by the Authority in respect of statutory duties under the Civil Contingencies Act 2004, and ensuring the London Resilience Partnership fulfils its collective obligations to work together to assess risks, prepare to respond to emergencies, and warn and inform the public. The role will also lead on assuring the GLA’s and the London Resilience Partnership’s implementation of recommendations arising from emergencies and inquiries, including specifically the Manchester Arena Inquiry, the Grenfell Tower Inquiry, and the Covid-19 Inquiry.
