Job description
Positive Employment is currently recruiting for a Project Manager for our client a local governmental organisation based in Exeter.
The successful candidate will join the Programmes Directorate and work within the Product Migration and Legacy System Retirement (PMLSR) programme.
This programme is focused on reducing organisational risk and complexity by retiring legacy systems and migrating to alternative means of production and dissemination, as the supercomputer comes online.
SC CLEARENCE IS ESSENTIAL!This is a 6 month contract with the possibility for extensions.
Duties and Responsibilities but not limited to:
- Project Management . Provide day to day management and leadership of the project and the project team. Provide effective leadership and management controls.
- Agile and Lean practices - experience lead coaching and leading software teams in Agile and Lean practices.
- Life-cycle perspective - You can apply experience of multiple parts of the product life cycle. You can recognise when it is right to move forward and when it is right to stop. You can recognise the appropriate deliverables and the right people to meet these. You are able to work with other agile delivery operations throughout the product life cycle. You can plan and engage with the appropriate stakeholders at a particular stage in the project.
- Set and apply project controls - In conjunction with the respective Programme Manager, design the project structure and organisation appropriate to each stage. Set and apply appropriate delivery methodologies. Manage effective transition between project phases and handoff into business-as-usual functions.
- Business Case - Develop and draft the Business Case, with input from specialists as necessary.
- Budget - Develop the budget and track delivery within budget, with input from specialists.
- Resources - In conjunction with the respective Programme Manager, identify skill requirements; and deploy and develop resources. Manage medium sized team.
- Benefits Realisation - Deliver the agreed Business Case benefits and outcomes. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case.
- Stakeholder Management - Identify and manage internal stakeholder relationships and need for senior level support. Manage internal and occasionally external relationships as appropriate.
- Risks & Issues - Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
- Governance - Support and apply effective governance and decision making. Provide reporting to the Met Office PMO and Business Teams, and engage in mechanisms that hold you, as Project Manager, to account for delivery.
- Assurance - Engage with assurance reviews (1st and 2nd line) and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
- Change Management - When appropriate, ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
- Project Performance & Controls . Cascade vision and translate into delivery objectives for the team. Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors. Agree the Project Scope, define requirements, identify deliverables, and plan the activities needed to deliver the required outcomes, using professional, best practice project management practices and documentation within the Met Office project management framework.
Personal Requirements: - Extensive project management - PRINCE2 Practitioner and/or APM (Association for Project Management) PMQ Certificate and/or equivalent project related experience in Waterfall or Agile methodologies, with proven ability to complete projects according to outlined scope, budget, and timeline.
- Excellent stakeholder management and communication skills - ability to work collaboratively with multiple internal and external stakeholders at all levels, managing conflict, negotiation and working in a matrix organisation.
- Managing priorities - proven experience of coordinating multiple activities and shifting demands, with the ability to prioritise and simplify complexity, to enable timely and effective decision making.
- Strong leadership - delivery-focused mindset, with strong leadership and problem solving skills to overcome obstacles and motivate the team to identify solutions and deliver great outcomes.
- Knowledge and / or experience of applying Agile Project Management Principles, tools and techniques.
- Experience of tracking and delivering benefits in projects or programmes.
- Software and Life Cycling experience.
- Commercial and Tendering experience.
- Experience in running discoveries and Alpha’s.
