Job description
Lead on in-year budget management and control of budgets within a timetabled environment, allowing the timely production of budget reports and forecast information with clear and transparent explanations of relevant factors influencing performance. Produce information on key variances, trends and forecasts and draft the financial management content of finance reports to the Board for review by the Deputy and Chief Finance Officer Contribute to the efficient production of statutory accounts and annual report with good quality working papers receiving unqualified audit opinion. Lead on the financial planning activities relating to the development and successful implementation of the ICBs Best Use of Resources Programme, working closely with clinical leads, ICB transformation team and providers of commissioning services. Be responsible for planning and organising a broad range of complex financial activities including the formulation/adjustment of long-term plans impacting the organisation. Contribute to medium term financial strategies and the preparation of associated plans for financial and people aspects of service provision. Be responsible for the development of relevant policies and procedures, working jointly with other organisations as appropriate to ensure a consistent approach. Work to continuously improve the financial management systems and processes to ensure good governance, stewardship, controls, and cost-effective use of resources and enable production of accurate statutory accounts. Provide expert analysis of highly complex performance data from several sources to make informed decisions on performance, capacity and demand, service improvements and areas of opportunity. Present financial information and issues, explaining complexities, to a wide range of internal and external stakeholders.
