INTRODUCTION
CBRE are responsible for providing the staff who work onsite at the United Kingdom Health Security Agency (UKHSA) located at Porton Down to undertake Hard Services FM roles. The Estates, Engineering and Facilities Department (EEF) of UKHSA manages and controls the engineering staff in the delivery of operations and maintenance to optimise asset value and contribute to EEF’s strategic objectives. The CBRE staff work permanently on site and are managed by a UKHSA employed engineering lead. This new delivery model for Hard FM services has been created to ensure engineering excellence on site, and to ensure staff working for CBRE have a high level of technical training and development with the opportunity to develop outside the Porton Down site as your career progresses. The delivery model is a collaborative enterprise between these two organisations and the Functional Managers meet regularly with CBRE head office staff to develop the ongoing relationship for the benefit of both parties.

Department
The Estates, Engineering and Facilities (EEF) Department is responsible for the estates and engineering function is responsible for repairs and capital work for the Porton Down estate as well as comprising maintenance, validation and calibration of assets. Adopting the guiding principles of engineering excellence, EEF strive to contain and control risks associated with assets, infrastructure and critical equipment on the estate. The department is also responsible for the delivery of operations and maintenance to optimise asset value and contribute to EEF’s strategic objectives.
This approach provides the assurance to senior management that engineering works are carried out in a safe and secure manner, engineering solutions are sustainable, and expenditure is controlled and that all works are carried out to meet regulatory and compliant standards.
EEF manages and controls the engineering staff in the delivery of operations and maintenance to optimise asset value and contribute to EEF’s strategic objectives.
EEF engages with the site stakeholders over current and future engineering requirements to ensure the engineering function supports the needs of the business. The function embraces all engineering aspects from the supply of utilities, provision of environmental conditions to meet the regulatory/compliant (HSE, MHRA, FDA, DEFRA, Home Office and needs of external customers) for high containment and general research laboratories, pharmaceutical production facilities, cell culture storage facilities and general offices, through to minor/major servicing, validation, calibration and the installation of specialised laboratory/process equipment.
PURPOSE
To ensure that asset information is present, correct and up to date on the Computerised Maintenance Management System (CMMS). Reviews and collates all documentation for servicing and critical spares and maintains appropriate records and files to permit meaningful analysis and reporting of results or completed work.
MAIN DUTIES AND RESPONSIBILITIES
•Liaising closely with project team to identify assets to be onboarded and ensure all information is present.
•Check with UKHSA Logistics Manager weekly to assess items that require on boarding.
•Provide details to EEF Managers to locate assets – whether on site, in stores or awaiting delivery.
•Liaise with lab users if items have been delivered without data recording and labelling.
•Identify and record serial numbers, model numbers, PAT Number, Oracle requisition and PO numbers and ensure Maximo match the information.
•Ensure item location is correct.
•Receive CL3 Lab service schedules from Supervisors and ensure all assets within the area are correct
•Link items to the critical spares spreadsheets and define probability of failure and the impact of failure on business/safety.
•Assess whether it is advisable to stock spares by information received from manufacturer or technicians that work on the system daily.
•Loading of asset data, manufacturer details onto the database and in liaison with the Operations Engineers schedule maintenance.
•In liaison with the EEF Managers determine the level of detail required within job plans.
•The provision of reports on a regular and ad-hoc basis to the Equipment Support Manager & Operations Manager.
•To monitor outstanding maintenance routines and where necessary highlight problem areas to the Equipment Support Manager.
•Control and maintain the equipment numbering system and the issue of Equipment/Asset Labels. Record the movement of plant as and when it arises.
•In discussion with Equipment Support Manager, update maintenance routines and frequencies as required.
•Carry out critical spares assessments inclusive of; sourcing prices from suppliers, receiving quotes and delivery times for items.
•Ensuring that complete records are kept for GMP/GLP COSHH and statutory plant and equipment, which require a full-service history.
•Maintain a working knowledge of the SuiteReq system to provide help and assistance as and when required. Provide on a regular basis, SuiteReq progress reports from the system for issue to the Quality & Operations Manager.

You should pursue a programme of continuous professional development in accordance with any relevant professional registration or statutory requirements, whilst maintaining appropriate awareness of service provider requirements.
You shall be expected to identify, discuss and action own professional performance and training / development needs with your line manager through appraisal / individual development plan.
You shall also be expected to attend internal and external training events and participate in all mandatory training as required, i.e. fire safety, information governance and all other mandatory training.

QUALIFICATIONS AND EXPERIENCE
•Experience of positively dealing with the resolution of customer problems within specific contracts.
•Demonstrated ‘hands-on’ technical expertise in numerous key operational areas.
•Demonstrable skills in dealing and working closely with internal and external customers and suppliers on complex and interrelated issues on an ongoing basis.
•Experience in pharmaceutical, healthcare or processing industry and working within a GMP environment would be an advantage.
•Be able to communicate effectively and have flexible approach to work patterns.
•Knowledge of Word & Excel spreadsheets and their implementation with overall good IT skills.
•High level of interpersonal, presentation and customer relationship skills.
•Ability to sustain effective relationships.
•Ability to plan and organise with drive and determination.

Measurement of Position Performance:
•The administrator is measured in performance of duties and execution of assigned responsibilities by:
1.CMMS recording and filing effectiveness.
2.Effective data collection and system improvement to ensure critical analysis is accurate.
To be eligible for the role you must meet requirements below:
•Proven and extensive experience within a similar role.
•A minimum of four years’ substantial operational and technical experience with demonstrated potential.
•Technical expertise, qualifications or apprenticeship in a craft skill or engineering discipline would be an important pre-requisite of the role.
•Knowledge of key operational procedures e.g. time sheets, planned maintenance systems, Quality and Health & Safety.
