The Post
You will be an enthusiastic, experienced Construction Industry professional with a successful and demonstrable background in management and delivery of minor construction and fit-out works (notional value c. £10k - £2m) capital projects.
You will be responsible for delivering a portfolio of minor works projects in line with the University’s Capital Investment Plan under the direction of the Head of Estate Development. In addition, you will contribute to space management of the estate including managing audits of space usage, recording space usage and through minor works project manage individual and departmental moves.
The University’s property portfolio extends across some 330 acres with a footprint of over 150,000sqm including academic, research, residential and commercial properties. In addition, the University owns commercial property at the Stirling University Innovation Park and at its Institute of Aquaculture field stations. Within the portfolio there are a number of properties where the University has interests as landlord and tenant, tenant liaison will also be a part of this role.
Description of Duties
- Effectively coordinate and deliver several minor works capital projects (c. £10k - £500k) through preconstruction, construction and post-construction phases at any one time
- Establish a project plan from inception to completion, in line with the methodology set out in the RIBA Plan of Work, considering all relevant statutory and Local Authority requirements, establish targets with respect to project delivery; monitor and report on progress against these targets
- Coordinate the preparation of briefs with client departments, preparing drawings and specifications, in order to brief external consultants or to gain appreciation of the user requirements and proposals
- Coordinate the preparation of accurate project estimates and budget costs for schemes including building work, service installations, furniture and fittings, fees, VAT, etc
- Carry out contract administration including site supervision, financial management and settlement of final accounts, liaising with external consultants where employed, reviewing all payment requests made or due in relation to the works. It is expected that the post holder will establish and maintain a robust change control process and be responsible for reporting movements in cost and scope at the appropriate level and seeking approvals as appropriate within the project governance framework. Note; the University engages with a local building contractor for the majority of minor works via formal Measured Term Building Contract
- Assist the Head of Estate Development with the preparation of budget costs and businesses cases to be presented for inclusion in the University Capital Investment Plan
- Coordinate Planning and Building Control submissions, liaise with local authorities partners during the lifecycle of each project
- Ensure each project meets the requirements of the Construction Design and Management Regulations 2015. Where the client is the Principal Designer, adopt the role of Principal Designer
- Working with the University’s Asbestos Manager ensure each project adheres to the requirement of the Control of Asbestos Regulations 2012
- Ensure all works are managed in accordance with all other statutory and legislative requirements
- Ensure handover procedures and documentation are in line with University expectations including liaison with Estates and Campus Services Operations & Maintenance Team
- Liaising with stakeholders and University Communications department to ensure regular updates are provided to the University community regarding progress of works and any disturbance or disruption likely to arise as a result of works
- To maximise the use of the University’s space for academic and professional services delivery
- To prepare progress reports for each project
- To work with other senior managers in Estates and Campus Services to ensure that asset management, operations, commercial and environmental requirements are embedded within all projects
- Optimising estates space efficiencies with the strategic aim of minimising capital and revenue costs whilst supporting University academic objectives and operational plans
- Assist Senior Academics and Directors of Professional Services in formulating bids for application of new space requirements
- Contribute to initial building design concepts with respect to space, provide information, advice and guidance to external design consultants and project managers in the development of new building/refurbishment plans
- Lead, resource and co-ordinate an annual programme of accommodation audits on space use, function and suitability, preparing reports and recommendations on the identified outcomes to influence decision-making and use of space in the University

Essential Criteria
Qualifications
- Qualified at degree level or equivalent experience in a construction related discipline
Knowledge & Experience
- Significant experience in managing construction projects within occupied buildings
- Significant experience in construction management
- Health & Safety at Work Regulations 1989, Control of Asbestos Regulations 2012, CDM Regulations 2015
- A solid background in managing diverse teams, consultants and contractors

- Professional Membership of RICS, CIOB, RIBA, CIAT or equivalent
Knowledge & Experience
- Understanding of working in a University campus environment
- Thorough understanding of all aspects of property asset management
- Worked within a University campus environment
- Experience and knowledge of computerised estate management systems
- Working knowledge of British Standards and Health and Safety Regulations relating to the built environment
- The successful applicant should possess a detailed knowledge of asset and space management and preferably have some experience of educational buildings
- Able to evidence extensive post qualification experience of providing a comprehensive service to large organisations
- Knowledgeable in respect of Health and Safety awareness

The Estates & Campus Services (E&CS) Directorate at the University of Stirling comprises three divisions: Property Management (property, land and hard FM); Facilities (Soft FM); and Safety, Environment & Continuity.
