Job description
Bury council are looking for a Health & Safety Advisor to be responsible for services that are provided from various locations across the Borough and outside of core hours.
- The post holder will be required to work flexibly outside of normal working hours in accordance with the exigencies of the service, which could reasonably include service responses to emergencies.
- Building up further knowledge and skills in these areas supported, where appropriate, by the team.The ability to travel inside and outside of the Borough for which expenses will be payable in accordance with the council’s conditions of service.
- Support internal teams to ensure that the Council’s buildings comply with the current legislation.Coordinate delivery of statutory obligations, H&S and compliance with key stakeholders across the estate – including both the operational, educational and commercial portfolio.Maintain an effective and up to date register of asset compliance.
- To advise and manage a range of compliance functions which relate to the management of assets owned or occupied by the Council, including duties under the Equalities Act 2010, Regulatory Reform (Fire Safety) Order 2005 and elements of Health & Safety at Work Act 1974 and other relevant legislation.
- To provide a customer-focussed role working with a number of diverse specialist and professional teams – planned maintenance, building support services, building operations and cyclical maintenance.
- To assist in the delivery of the corporate health, safety and resilience service. Focusing primarily on health and safety related tasks.
- Ensure the Council complies with its regulatory requirements and is providing its services in a quality assured way
- Develop and embed quality assurance practices across the FM function.
- Keep up to date with, and understand, relevant legislation and regulations and their application.
- Contribute to robust and effective compliance and quality assurance controls within the organisation.
- Perform risk assessments and review those delivered by others to understand the level, significance, and scope of risk. Monitor delivery of risk assessment action plans.
- Review and challenge compliance across services to drive up quality assurance standards and develop action plans to improve performance.
- Monitor compliance with legislation, regulations and internal policies ensuring findings are recorded and flagged and non-compliance escalated so that issues can be rectified.
- Provide training and awareness to employees on not only the regulations and their application but also the impact to the organisation if these are not complied with.
- Where required, to assist in the organisation of supplementary training.
- To provide key advice and guidance in all statutory compliance related matters, with specific focus on Legionella and Fire Risk management.
- To assist in the compilation of certification, both in its retrieval for Contractors, and also site leads, schools etc. either through communications on when performing site visits
- To monitor the Council’s asset management systems and to effectively report on compliance performance including the composition of findings and to assist the Compliance Manager in the development of relevant reports.
- Perform scheduled site visits to audit the monitoring of compliance on site, including the implementation of risk management procedures and whether statutory certification is being recorded according to Council and Statutory procedures.
- To assist in the evaluation of recommended remedial works following Contractor tests and inspections and to assess the need and timescale for completion.
Payrate: £23.00 umbrella
