Purpose of the role
To continuously monitor and manage the real time performance delivery and the operation of all Colas Rail Freight services, as well as reporting and escalating all accidents and incidents to management and relevant stakeholders.
Below tasks are the mandatory requirements for this role,
- Active communication between staff involved in running the scheduled services and in cases of widespread disruption to Colas services, the Management Team and various customers
- Continuous monitoring and control of resources to ensure that they are provided at the correct time and place as demanded by Daily Train Plan, rosters, loco and train plans
- Minimise and manage the effects of operational incidents, cancellations, and lateness
- Continued monitoring of services, to ensure that they are correctly controlled and regulated by Network Rail, and that Colas services are not disadvantaged against other train services.
- Complying with Rail Group Standards and all Colas Rail standards, processes and procedures, Codes of Practice, Rules and Regulations and procedural instructions relevant to the activity
- To act as first line representative for Colas Rail interests
Key Responsibilities
Safety
- Monitor and manage the normal day to day operation of all Colas Rail Freight services in a safe and complaint manner in accordance with Colas Rail ROGS, Railway Group Standards and Colas Rail standards and procedures
- Effectively apply the requirements of Colas Rail ROGS Certified Safety Management Systems which are directly affected by the Control function
- Ensure a positive safety culture is developed within your area of responsibility, which is supported by robust processes in accordance with Company standards and industry legislation
- Be aware of the arrangements for fitness for duty checks for safety critical work staff.
- Compile working time exceedance forms for safety critical staff
- Record and report all accidents, incidents and breaches of any Colas Rail Health, Safety and Environmental Policies. Compile preliminary level 1 reports as required
- Ensure that any safety equipment provided to you that you have been trained to use, is deployed in a proper and appropriate manner
Quality
- Monitor all Colas Rail Freight services in real time, using TRUST (Train Running Under System TOPS) and CCF (Control Centre for the Future)
- Report in real time all instances and major service disruptions including fleet failures and staff absence to relevant management team and customers
- Producing real time log inputs, issuing State and Nation reports, daily Freight logs and daily Freight reports.
- Produce performance KPI reports that include detailed delay attribution information to the requirements of the Business
- Accurately producing trains consists, using Train Operations Processing Systems (TOPS) and issue to relevant operational staff
- Submitting VSTPs (Very Short Train Plan) requests to Network Rail as required, or requested by planning and operational teams
- Deliver effective communication in relation to all aspects of the daily train plan during normal and disrupted operations.
- Work as per your rotational roster, and inform your line manager of any upcoming annual leave request at least 8 weeks in advance
- Deliver and monitor the daily train plan (Network rail and Commercial), if required liaising with Freight management team to take into account priorities and adjustments to ensure delays are minimised
- Monitor service performance and feedback suggestions to Delivery and Planning teams
- Monitor all train services throughout and identify reasons for delay to feedback
- Proactively manage resource rosters and plans to cover any short notice sickness and disruption through the most cost-effective means. Liaise and keep Delivery managers informed
Profitability
- Ensure all train movements are managed to eradicate any eventuality of subsequent costs for third party train delays
- To have thorough knowledge of commercial implications and proactively manage commercial issues on shift
- Cost effectively manage the use of taxis by using spare and available internal resources as well as public transport wherever possible
- To understand the reporting and escalating lines between the different division and report appropriately
Person Specification
- Experience of Railway Operations
- Experience of working within a highly pressurised operations environment
- Experience of real time decision-making
- Good oral and written communication skills to communicate with staff, management, customers at all levels
- Good negotiating skills and ability to make objective decisions
- Must be dynamic, work without supervision and be able to use initiative
- Ability to manage conflict, influence others and work under pressure
- Excellent geographical knowledge of the UK Railway Network
- Previous control centre experience
- Must be confident in making commercial and safety critical decisions based upon real time events
- Must be able to work as a team and be flexible with their time to accommodate late notice shift changes.
- Knowledge of stabling/depot Access agreements
- Competent in the rostering of train crew
- Knowledge of IT Systems such as TOPS, CCF, Microsoft and similar tools
- Knowledge of Colas Rail DOTE
