Job description

We are recruiting an Energy Efficiency Officer at Caerphilly County Borough Council.

Working hours: 37 Hours
Contract Type: Full Time/ Fixed term until 31st March 2025
Location: Working hours can be split between home and office depending on specific task requirements.

This is an exciting opportunity to join Team Caerphilly and provide support across the wider Caerphilly Homes Team.

We pay an attractive salary of £36,648 - £39,186 and offer access to training and development opportunities.

Caerphilly County Borough Council has an opportunity for an Energy Efficiency Officer to work within the Private Sector Housing Service. The post is full time, on a fixed term contract basis until 31st March 2025.

The post holder will be responsible for improving the energy efficiency of private sector housing accommodation across the Borough. This is in-line with the Council’s corporate priorities and the requirements under the Shared Prosperity Fund. This key role holds responsibility for progressing enforcement & compliance matters linked to the Minimum Energy Efficiency Standards within Private Rented Domestic Properties (MEES). The post holder will also need to efficiently and effectively deliver the Energy Company Obligation (ECO) funding, grants, and loan products when available, signposting to partner organisations where necessary. The successful candidate will address the strategic objectives identified in the Council’s Local Housing Strategy and the Private Sector Housing Renewal Policy as they relate to domestic energy matters.

The role is office based although, working in an agile manner undertaking site visits regularly will be required. Therefore, a full UK category B (cars) driving licence plus the use of a motor vehicle, insured for business/ work purposes as, travel within and outside of the Borough will be necessary. A Flexible approach to work is also a must there will be a requirement to work outside of normal office hours on occasion to support the needs of the service.

For the role, we ask that you have:
Relevant Level 5 qualification on the Credit and Qualifications Framework for Wales.
Ability to undertake risk assessments and apply responsibilities as laid down in the Health and Safety at Work Act etc and in the Council’s own policies.
Ability to display an objective and balanced attitude towards dealing with complaints.
