Programme Manager (Inside IR35)
Contract Term: 6 Months – possibility of extension
Contracting Authority: Department for Work and Pensions
Location: Hybrid – 2 days per week onsite at any DWP Hub.Travel required with this role.
The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As a Programme Manager your main responsibilities will be:
- Lead the digital project through to completion ensuring it is delivered at pace to meet stakeholder needs.
- Manage risks, issues and dependencies (external and internal) for their projects and own them until they are effectively resolved.
- Establish collaborative working across organisational boundaries, ensuring quality is delivered at pace.
- Lead robust adaptive planning collaboratively across stakeholders, establishing priorities, conflicts, and issues, helping everyone to navigate a complex environment.
- Manage stakeholder relationships to ensure delivery to commitments. Resolve complex prioritisation issues to ensure delivery at pace.
- Communicate with impact across a wide range of internal and external stakeholders, tailoring messages to ensure that it is right for the audience.
- Reporting/Governance – produce a single plan and develop varying artefacts to ensure senior stakeholders are kept up to date including ensuring stakeholders and delivery teams "speak the same language" in terms of value delivery, commitments and collaborative conversations.
- You will report to a Programme Manager. Delivery scope will be of high complexity and is likely to represent high risk to the department and you will be responsible for establishing a delivery plan and document all activity that ensures successful delivery and hand-over to Business as Usual.
- You will work closely with the relevant colleagues to ensure appropriate planning is completed and communicated across digital programmes or portfolios of projects. This will involve complex decisions, involving a wide range of solutions, likely to affect many work areas within DWP.
- You will resolve the problems arising from the day-to-day delivery management. This will require the application of interpretive and creative thinking to judge the most appropriate of several possible alternative solutions or courses of action.
You’ll have relevant experience in:
- Project/Programme Management including risk and dependency management, governance and reporting. Preference for recognised certifications in project and programme management.
- Experience in a digital project delivery role, managing projects across the entire project lifecycle
- Experience of project management practice and leading effective delivery across organisational boundaries and differing perspectives.
- Experience of managing internal and external senior stakeholders.
- Communicate with others in a clear, honest and enthusiastic way in order to build trust. Explain complex issues in a way that is easy to understand and influence Senior level decision making.
- Understands the environment and is able to utilise data to inform planning decisions and managing complex internal and external dependencies
- Can demonstrate experience of delivering or supporting large scale complex projects, utilising internal and external suppliers.
- Ensures that effective project control, change control, risk management and testing processes are maintained, responding to what the data is telling them appropriately.
