Job description
We are looking to recruit a Procurement Officer for Surrey and Sussex Police to join their dynamic and exciting team. The Joint Procurement Service provides strategic and technical procurement advice, as well as ensuring best value, whilst maintain their organisations high standards. They will ensure the delivery of multiple procurement projects on behalf of the Police and Crime Commissioners for Surrey and Sussex, Surrey Police and Sussex Police.
This involves procuring a vast range of goods, works and services from office supplies, software applications to grounds maintenance, uniform, drones and tasers. Through our procurement activities we support the operational policing in Surrey and Sussex.
The role will involve:
- Running and managing end to end procurement processes.
- Strong stakeholder engagement and management.
- Operating within Public Contracts Regulations and internal policies.
What you need to succeed:
- Must understand PCR 2015 and have sound understanding of operating within the regulations.
- Strong experience running procurement processes.
- Ideally has experience of working within the public sector.
- Ideally MCIPS qualified or working towards.

Key Accountabilities
- To ensure that all tenders/competition processes are completed in accordance with both local (Contract Standing Orders) and UK Procurement Legislation
- Responsible for accruing and assimilating records to create management information that will both ensure continuous improvement in the Forces' current activity and highlight future procurement opportunities.
- Implement and maintain efficient and effective working procedures within the Procurement Section to cover all aspects of the day to day procurement activity and tasks.
- Devise and prepare contract documentation for high value, complex portfolio of goods and services in consultation with internal stakeholders, ensuring needs are understood and that functionality and performance are effective.
- Establish category strategies with key stakeholders to ensure that a sustainable commercial strategy is in place. This will take into consideration savings forecasting, collaboration routes, whole supply chain risks and ethical procurement.
- Lead project groups through tenders and ensuring that strong specifications, clear evaluation processes and contract management structures are put in place to assure best value is achieved
- Prepare and submit detailed recommendations for contract award to Senior Officers in both or either Forces.
- Prepare financial analysis and forecasts of future and current expenditure on contracts to ensure costs and savings are within the proposed budgetary constraints and commercial risks are identified.
- Ensure contracts for new services are properly authorised and the relevant documentation is completed and filed - both hard copy and electronic in SharePoint
- Under direction, participate in face to face contract negotiation with suppliers to ensure best value is achieved.
- Deputise in the absence of the Senior Procurement Officer when instructed and agreed
- Provide specialist advice as a commercial advisor on supply markets and guidance pertaining to UK Procurement legislation and Contract Terms and Conditions
- Monitor and report upon the actions taken in response to poor key performance indicators. Ensure that all contractual changes are agreed and recorded through the change control process
- Be subject matter expert for assigned categories and ensure that changes to market are understood, options for collaboration are identified and options for savings (though negotiation or service redesign) are exploited.
- Manage challenges or disputes with Suppliers/unsuccessful bidders to ensure that both commercial and reputation risk are minimised
- Represent the Force on national or regional category groups to ensure that the Force views are presented.
Knowledge, Skills and Experience
- Experience of managing tender processes in either a public sector or similar procedure focused environment. A minimum of 1 year
- Full Chartered Institute of Purchasing and Supply qualifications or commitment to complete to MCIPS status.
- Strong analysis skills in relation to creation of spend baselines, benchmarking and benefit tracking.
- Mature stakeholder engagement skills that enable them to build relationships with staff from operational level through to NPCC ranks.
- Strong persuasion skills that ensure credibility, provide confidence in the individual and bring many stakeholders together into operational teams.
- Confidence to manage projects and work on their own initiative. Has an understanding of how to escalate issues and present in a concise manner to senior managers.
