Lead Economist - Inside IR35
Contract Term: 6months
Contracting Authority: Maritime and Coastguard Agency
Location: Hybrid – Southampton
Role Purpose
To provide robust and influential economic advice to enable policy to be delivered effectively within the maritime sector and to provide leadership across the Agency on analytical matters. To undertake analysis to shape policies aimed at ensuring a safe, sustainable and internationally competitive maritime sector including to assess how maritime/water transport can most effectively contribute to the UK's transition to a low carbon economy and deliver economic growth.
As a Lead Economist your main responsibilities will be:
- To take lead responsibility for the analytical input on UKMS and Agency wide projects in line with the Analytical Assurance Framework; and provide, where required, timely analytical input into the decision making on high profile issues, including input to ministerial briefings and Parliamentary Questions.
- To take lead responsibility for team’s analytical input to Impact Assessments, Post Implementation Reviews providing senior Economist approval and assurance to deliver the implementation of Regulations, Codes of Practice and guidance documents.
- To lead development of an evidence base to deliver robust and economic appraisal, monitoring and evaluation across the Agency. In particular, to improve and maintain high quality cost-benefit analysis that drives decision making, informs senior leaders and ministers, and promotes the MCA as a transparent and accountable regulator.
- In cooperation with DfT, manage relationships with key stakeholders such as Better Regulation Executive (BRE) and the Regulatory Policy Committee (RPC), agreeing approaches to economic assessments and evidence-based policy making. Provide expert advice on value of life methodology and have influence upon cross government research into value of life methodology.
- To effectively lead, manage, and develop the economist team, delivering sustained high performance and a high quality and influential service within the Agency that supports and shapes policy development. Plan the teams work and effectively manage and delegate tasks as appropriate.
- To champion leadership and Agency best practice including the appropriate leadership models to support the Branch and encourage personal development. To champion the use evidence and analysis in policy making, best practice and improved ways of working in discussion with Assistant Directors and other senior colleagues as part of the Legal and Policy Subgroup and other MCA boards as appropriate.
You’ll have relevant experience in:

- Demonstrate substantial proven competence and experience in applied economics as a professional economist, having studied both macroeconomics and microeconomics.
- Hold a first or upper second-class honors degree in economics (or international equivalent), or a postgraduate degree in economics. If it is a joint degree, at least 50% of the course modules must be in economics.
- Show that they have engaged in effective Continuous Professional Development to maintain their competence as an Economic Advisor as set out in the Government Economic Service (GES) Professional Standards Framework or maintained an equivalent level of competence.
