Job description
Hours: 37 Hours
Salary: £91,489 to £99,516 Per year Type: Permanent Department(s): Resources Posted: 16 February 2024 10:58:00 Closing Date: 13 March 2024 12:00:00 Description:
Torfaen is an innovative and vibrant Council with a clear vision and direction as articulated in its County Plan. There is strength and support across Leadership with an extremely strong corporate and governance approach. For a relatively small local authority, Torfaen CBC punches significantly above its weight in its use of resources. We’ve kept council tax rates amongst the lowest in Wales, while simultaneously pioneering a number of highly innovative approaches. Politically and administratively stable, we’ve earned a strong reputation within our peer group and beyond, and we’re well-placed to meet the strategic and operational challenges of the coming decade.
The retirement of our long-standing colleague and Strategic Director Resources, creates an exceptional opportunity for the successor to lead a high-performing and creative Resources directorate, with ambitious plans for the future. As you’d expect, it’s a job with significant scope and demands – including the management of a £4bn pension fund – but the strong organisational structure of the team (and the authority as a whole) means that you’ll have everything you need to succeed. The culture is positive, warm and supportive, and we work hard to retain the trust and confidence of both our residents and wider stakeholders. Working directly to the Chief Executive you will be the key strategic financial advisor to the Council.
Candidates will have the personal credibility and professional experience to step up to this highly visible job, with confidence. Continuous improvement and innovation will be your watchwords, and you’ll relish the opportunity to really stretch our thinking. An outstanding communicator and influencer, you’ll rapidly become our go-to person for questions that start with ‘what if…’ and ‘how can we…’. We’re open to a range of backgrounds, but you must demonstrate that you understand the complexities of working in a democratic context. A qualified accountant and post-qualification professional development are essential, and you must show you can fulfil the extensive statutory requirements of the role.
