Job Title People & Culture Advisor (Talent Acquisition)
Service Area People & Culture
Reporting to: People & Culture Manager

Purpose of job: Responsible for identifying, attracting, and acquiring top talent to meet the staffing needs of the Authority. You will play a critical role in developing and executing recruitment strategies, building strong relationships with candidates and hiring managers, and ensuring a positive candidate experience throughout the hiring process.

Hours – 22.5 (3 days flexible)

Principal Accountabilities
1. Partner with hiring managers and People & Culture to understand resourcing needs
and develop effective recruitment strategies.
2. Identify sourcing channels and methods to attract a diverse pool of qualified
candidates, including job boards, social media, networking, and employee referrals.
3. Research and stay abreast of industry trends and best practices to continuously
improve recruitment processes and outcomes.
4. Proactively source and engage passive candidates through various channels,
leveraging networking, social media, and other recruitment tools.
5. Review CV’s and applications, screen candidates, and conduct initial interviews to assess qualifications, skills, and fit for open positions.
6. Maintain candidate pipelines and relationships for future opportunities, ensuring a
positive candidate experience.
7. Coordinate interview schedules, logistics, and communication between candidates and hiring managers.
8. Facilitate interview debriefs and provide feedback to hiring managers to support
informed decision-making.
9. Assist with the selection process, including reference checks, background screenings, and offer negotiations.
10. Represent the Authority at job fairs, networking events, and industry conferences to promote our employer brand and attract top talent.
11. Develop and maintain relationships with external partners and community
organisations to enhance our recruitment efforts.
12. Ensure a positive candidate experience throughout the recruitment process, from initial contact to onboarding, by providing timely communication, transparency, and support.
13. Track recruitment metrics, analyse data, and generate reports to evaluate the
effectiveness of recruitment strategies and identify areas for improvement.
14. Provide insights and recommendations to managers based on recruitment data and market trends.
15. Act as liaison with schools, colleges, and universities to promote the marine industry as a future career opportunity.

Person specification

Technical skills
• Experience in talent acquisition, recruitment, or a related role.
• Strong understanding of recruitment best practices, sourcing
techniques and candidate assessment methods.
• Excellent communication and interpersonal skills, with the ability
to build rapport and establish credibility with candidates and hiring
managers.
• Commitment to diversity, equity and inclusion in recruitment
practices

Problem Solving
• Ability to work independently.
• Ability to make decisions based on own judgments.
• Strategic thinking and problem-solving skills, with a focus on
continuous improvement and innovation.

Team Working
• Be able to work co-operatively with others to achieve shared
goals and improve organisational performance.

IT Skills
• Microsoft Office applications (Outlook, Word, Excel)

Data Protection
• Up to date knowledge and understanding of the principles of data
protection legislation to ensure compliance.

Health & Safety
• Understand and carry out duties in a manner which is safe for
yourself, colleagues and public in accordance with the Health &
Safety at Work Act 1974, in order to minimise the risk of
injury/accident.

The following would be desirable but not essential.

• Previous experience in job evaluation and design
