Procurement and Contracts Officer

Basingstoke and Deane Borough Council

Location

Basingstoke, Hampshire | United Kingdom

Job description

Basingstoke and Deane Borough Council is committed to ensuring that our borough continues to be a great place to live; providing quality opportunities for everyone that lives and works here.

As a local authority with a history of sound financial management and resilience we are in a unique position to be expanding our procurement function. In late 2023 we appointed 3 new FTE positions to the team, and we now also have an exciting opportunity to join our team as a Procurement and Contracts Officer. This is an important role helping to deliver quality and cost-effective procurement support services across a range of tender exercises, helping the council to provide top quality, value for money contracted services and purchased goods for residents.

Reporting to the Procurement and Contracts Manager you will provide procurement support and advice collaboratively across the Council and at all stages of the procurement cycle. You will also support the Manager in the implementation of a new Procurement Strategy and the upcoming Procurement Act.

Our procurement activities must be conducted in a fair and transparent way, complying with relevant UK procurement legislation and best practice. It is therefore essential that the post holder has suitable experience of the tendering process within public sector procurement and a strong knowledge and understanding of current public procurement legislation.

The postholder should have the ability to prioritise and organise their own busy workload as the procurement team provides support to all council teams; with procurement officers required to lead and manage their own procurement projects. The successful candidate should have a ‘can-do’ attitude and work well as part of a team; both as representative of the procurement service but also actively contribute to the wider goals of the Law and governance business unit.

Basingstoke and Deane Borough Council is an equal opportunities employer and welcomes applications from all sections of our community.

If you meet the essential requirements of the role and would like an informal discussion or have further questions about the role or job documents please contact the hiring manager [email protected]. We look forward to hearing from you.

The Council is also looking to recruit a Senior Procurement and Contracts Officer. If you have significant experience leading public sector tenders and are now looking for the next step in your career, or looking for an opportunity to line manage and develop future procurement staff, we will gladly welcome your application for the Senior Procurement and Contract Officer position: Senior Procurement and Contracts Officer (568) | Basingstoke and Deane Borough Council

If you are a recruitment agency we kindly ask that you do not use the contact details to make contact, as the Council has no intention to use an agency to fill these positions.
Basingstoke and Deane Borough Council offer a wide range of benefits, including a generous leave entitlement, access to discounts at nationwide retailers through our ‘B Rewarded’ discount site, flexible working, healthcare cash plan, pension scheme and much more.

The council signs up to the Disability Confident scheme (formerly known as the ‘Two Ticks’ scheme). If you have declared a disability on the application form we can guarantee you an interview if you meet the essential criteria for the job.
