Position Summary
Reporting to the Associate Director, People Relations, the Manager, Disability Management & People Relations is responsible for developing, implementing, managing and monitoring the organization’s Disability Management program, resources, structure, workflow and services for employees’ medical absences, accommodation and return to work obligations. Ensures accommodation cases are managed in an integrated, efficient and effective way that aligns with the underlying principles of equity, diversity and inclusion. Provides consistent interpretation and administration of the program’s policies and procedures. Represents Disability Management at relevant internal/external meetings as required. The incumbent establishes and maintains effective working relationships with employees, leaders, union representatives, lawyers, and external agencies and plans, assigns, reviews and supervises the work of employees.
Duties & Responsibilities
Strategic and Operational Planning
- Participates as a member of the People Services leadership team. Contributes to the planning and development and implementation of the People Services Strategic plan.
- Oversees and implements strategic and operational projects related to portfolio responsibilities including Disability Management and Duty to Accommodate Program ensuring timelines, budgets and deliverables are met and align with strategic goals and objectives.
Accommodation and Disability Management Program - Develops, implements, manages and monitors VCC’s Disability Management program, improving disability management processes, creating modified work opportunities, and fulfilling accommodation obligations and Duty to Accommodate program; leads the development and maintenance of templates, tools, workflow and processes for identification, tracking and communication.
- Reports on the status of program deliverables and major issues/obstacles encountered. Makes recommendations regarding required changes to remove barriers and enhance program delivery.
- Collaborates with Associate Director, People Relations and People Relations Advisors, and relevant stakeholders in the development and update of program policies and procedures in accordance with program terms of reference and organizational directives.
- Works with relevant stakeholders to establish communication vehicles to provide information to employees regarding the program and related obligations as well as opportunities and initiatives to promote employee practices that contribute to health and well-being, as well as orientation or training on program objectives.
- Develops proactive relations with Unions and other stakeholders and creates mechanism for dialogue and dispute resolution.
- Develops metrics and targets to measure success of program, oversees collection of statistical and performance data and issue identification, and recommends program changes based on analysis and reporting of data.
- Monitors and calculates program cost savings and prepares related written reports, analyses and presentations for management, leadership and executive team.
- Develops and delivers education and training programs for administrative leaders and employees on a variety of LR/Disability Management program.
- Maintains current knowledge on Accommodation/Disability Management, programs, issues and trends.
- Reviews and analyzes the quarterly and annual utilization and statistical reports received from benefit and EFAP carriers and makes recommendations to the Associate Director, People Services on opportunities for improved processes and practices.
Labour Relations - Provides advice and assistance on disability management issues; participates in matters of Human Rights complaints, arbitration and grievances; confers with Union representatives to reach agreement on issues, exchange information and resolve problems or disputes as appropriate on health and attendance management plans.
- Ensures that practices are applied in a consistent and appropriate manner; investigates complaints and issues and takes corrective action to prevent and resolve problems; ensures that all required documentation is gathered, reviewed, filed and forwarded to the appropriate parties.
Policies, Procedures and Guidelines - Contributes to the development, implementation and evaluation of policies, procedures, guidelines, standard operating procedures, and best practices with respect to disability prevention, early intervention, timely return to work processes, case management procedures, transitional work options, workplace accommodations related to Disability Management, while ensuring adherence to Collective Agreements, Terms and Conditions for Excluded Employees and legislative requirements including privacy and protection of personal information for employees.
- Hires and supervises assigned employees, and responsible for the recruitment, promotion, evaluation, training and development, and performance management of employees within the scope defined by College policy and Collective Agreements. Position has the authority to discipline and/or recommend termination.
- Directs, schedules, and assigns duties to employees, and reviews work for accuracy and completeness.
- Participates in College’s leadership group and working committees as assigned.
- Performs other related duties as required.
Qualifications
Education and Experience
- Degree in Business Administration/Commerce with a specialization in Human Resources or Industrial Relations supplemented by seven (7) to ten (10) years of experience in Labour Relations and Disability Management including three (3) of related experience in medical case management, disability claims management in a unionized environment, or an equivalent combination of education, training and experience. Post secondary experience preferred. Certified Disability Management Professional ( CDMP ) preferred.
Skills and Abilities - Demonstrate knowledge of collective agreements, benefit policies, workplace legislation, disability guidelines, Human Rights legislation, and case law as they relate to disability management.
- Knowledge of the Human Rights, grievance and arbitration processes.
- Comprehensive knowledge of management principles and methodologies and ability to coach team members.
- Demonstrated ability to effectively monitor program objectives and targets and execute project plans with stringent timelines.
- Strong analytical and problems solving skills and the ability to identify and recommend creative solutions.
- Demonstrated innovation and change management skills, including supporting and encouraging new ideas and approaches to build organizational capacity and efficiency.
- Superior interpersonal, communication, mediation and negotiation skills with ability to handle difficult conversations, conflict and resistance with tack and diplomacy.
- Strong verbal and written communication skills and the ability prepare presentations, materials, reports for a variety of audiences.
- Ability to effectively prioritize work and delegate accordingly to meet deadlines.
- Demonstrated ability to apply continuous quality improvement strategies to identify interventions or solutions.
- Ability to plan, assign, review and supervise the work of employees and to train, coach, mentor and provide performance feedback to employees.
- Ability to work effectively independently and in a team environment.
- Advanced computer skills including MS Office Suite and use of standard desktop work-processing, spreadsheet, and presentation skills.
Salary Range - Prorated based on FTE
$89,455 – $119,273 – $131,201 annualized (Pay Grid 11). Normal starting salary placement is between $89,455 and $119,273 Compensation beyond the control/mid-point requires approval by the Public Sector Employer’s Council Secretariat ( PSEC ).
