Job description

In conjunction with the Medical Director and acting as a direct report, the Deputy Medical Director (DMD) will be responsible for supporting the delivery of the Medical Directors portfolio. This will include, but not be limited to, providing visible professional medical leadership across the whole of Warrington and Halton Hospitals; Providing support and guidance to the Associate Medical Directors, Care Group Triumvirates and the CBU Clinical Directors in matters relevant to promoting a strong patient safety, quality and improvement agenda whilst ensuring the best use of available resources. The DMD will also play a key role in working with the Medical Director to further develop Medical Leadership capacity at WHH. The role will include guiding the MD team in strategic and operational decision making, Board and sub-Board level deputisation and chairing sub-committees and groups linked to Patient Safety, Clinical Effectiveness, Clinical Productivity, Medical Education and Medical Workforce. The successful candidate will own specific aspects of the Medical Directors office portfolio which will be agreed following appointment with consideration given to the successful candidates interests and development these could include an area such as Medical Education, Medical Workforce Strategy, Professional Standards, Appraisal and Revalidation, Clinical Productivity, or any other agreed area of the portfolio. The DMD will lead on medical Job Planning process for the Trust. The DMD will work closely with the Chief Operating Officer and Chief Nurse (and their deputies) to provide strong medical leadership and direction to facilitate all aspects of operational practice and performance. In addition, the role will be an important conduit of communication between the MD office and the wider permanent and non-permanent medical workforce and will help to strengthen and build on the existing strong links between the Chief Nurses Office and portfolio. It is also anticipated that the role will include deputising and representing Warrington and Halton Teaching Hospitals in attending a variety of externally facing as part of our commitment to the Cheshire and Merseyside Integrated Care Board and System. In undertaking the duties of this post the post holder must comply with the Department of Healths Code of Conduct for NHS Managers (October 2002) and undertake a fit and proper person declaration and assessment at appointment and annually in line with NHSE FPPT requirements (2023). Moving to Outstanding Care and Patient Safety Contributing to the further development of our Trust wide patient safety, clinical governance and quality improvement programs directly aimed at improving the safety and care provided for all our patients, their outcomes and their care experience in our Hospitals. Supporting the Associate Medical Directors, Clinical Directors and when required, intervening to ensure the highest possible standards of patient safety are delivered across our services. Provide senior level guidance and input and direction to operational aspects of the patient hospital journey. Guide the development of clinical strategy, aligning specialty level strategy with Trust and wider system strategy and objectives. Contribute to and when necessary, lead the Safety Oversight Group and decisions regarding the level of investigation into incidents. Medical Leadership In conjunction with the Medical Director and members of the Medical Cabinet, provide strong, visible clinical leadership at all levels throughout the Trust and the Cheshire and Merseyside ICS Deputise for the Medical Director, including contributing to the Board (and Board sub-committees) and other meetings both internally and externally in collaboration with other executives and their deputies. Contribute to the delivery of medical and inter-professional education strategy, ensuring staff are appropriately developed and therefore efficient, effective, engaged and highly motivated. To help provide support to clinicians and non-clinical peers within the Trust and actively contribute to successful team development and working and to promote a supportive, fair and open culture that encourages and enables all parts of the workforce to develop and improve the care that we provide as an organisation. Contribute to the development of relevant Trust policies and decision-making activity. To act a role model for aspiring medical leaders and to set and support high standards of professionalism in all aspects of working and employment practice and to help identify, support and develop clinical leaders, at all levels, across WWH, working to develop and nurture a sustainable medical talent pool. Develop a pivotal role and place in supporting the wider Executive Team in times of significant activity or pressure such as Industrial Actions, Critical Incidents and Winter. Operational Performance To contribute to performance monitoring of medical care and professional standards supporting the Associate Medical directors and deputising for the Medical Director as required. To contribute to delivery of key national standards working with the Medical Director and the Care Group Teams. To contribute to the development and implementation of Trust delivery plans to give effect to service and business strategy, including Trust-wide and external partnership working, through the development and monitoring of clinical and professional standards. Support and participate in robust consultant AAC appointment processes. To work with the People Directorate to ensure case investigation under MHPS is consistently conducted in a just and robust manner in line with appropriate policies. Clinical Expertise, Clinical Governance and Productivity Support and advise clinical and other staff on clinical care issues and the resolution of clinical problems and questions that arise following the provision of care, with escalation to the Medical Director and Chief Nurse as required. To participate in the dissemination of clinical advice and direction given from Regional and National bodies such as NICE, MHRA, NPSA, Royal Colleges or Specialist Societies (as examples) and ensure local implementation through patient safety and clinical effectiveness apparatus. Work with the Clinical Governance and Patient Safety Teams to ensure that appropriate clinical advice and learning is disseminated following PSIRF investigations. Provide challenge to existing practices and ensure that models of best practice, GIRFT programmes are duly considered and inform delivery of patient care thereby ensuring the best use of resources. Provide a WHH senior medical point of reference, helping to liaise with other health care providers and the wider Warrington and Halton places, the CMAST Provider Collaborative and the C&M Integrated Care Board and System, to facilitate the overall care of patients care matching their needs across all aspects of our health and social care system. Contribute to discharging the Trusts responsibilities in respect of Caldicott guidance and the protection of children and vulnerable adults. To contribute to the ongoing development and application of system control processes and risk management arrangements that ensure full compliance with internal and external governance and best practice requirements. Promote a culture where all staff are empowered and accountable for governance and risk management. Medical Education & R&D agenda To work closely with the Medical Director and Director of Medical Education (DME) to allow the Trust to deliver an excellent educational experience for undergraduate and postgraduate medical staff in the Trust To work with the DME and Liverpool University Sub-Dean in the further development and improvement of the Liverpool University Undergraduate program at WHH To work with the DME and the Chester University Undergraduate Team to develop and implement planning for the delivery of University of Chester medical undergraduate program in our hospitals. Provide clinical guidance to the AMD Clinical Effectiveness and Deputy AMD Clinical Effectiveness (Research) in the further development and delivery of the Trusts R&D strategy. Other Accountabilities and responsibilities This portfolio will be flexible over time and accountabilities and responsibilities may change or be added to, in accordance with the priorities of the Deputy Medical Director Medical Director and the Trust
