Hours per week: 37 Monday – Friday, normal working hours
This opening assignment is for 3-4 months

A suitably qualified and experienced person to act as a Senior Officer in the Private Sector Housing Team. Lead the private sector housing team on identifying, investigating and rectifying housing standards in the Borough relating to privately rented and occupied homes. Contribute to the development of policy as required relating to the activities of the post and promote positive working relationships with residents, landlords and other key stakeholders.
In particular, to carry out private sector housing related duties of the section, and, more generally, duties which reflect his/her seniority and experience, with the minimum of supervision and direction.
Key Responsibilities
- Work to achieve the relevant aims and objectives of the Council as determined by the Councils’ plans and monitor and report on progress
- In response to requests for service, carry out surveys and inspections of dwellings, other buildings or land with regard to the requirements of the Housing Acts, Public Health Acts, Environmental Protection Act and other relevant legislation.
- Carry out programmed inspections of Houses in Multiple Occupation, other dwellings, buildings and land with regard to the requirements of the Housing Acts, Public Health Acts, Environmental Protection Act and other relevant legislation and supervise the work relating to these work areas.
- Inspect properties for the purpose of the Housing Health and Safety Rating System and HMO Licensing and regulation, implement and operate relevant policies and strategies, inspect houses to support any schemes in operation and supervise the work relating to these areas.
- Supervise and co-ordinate other officers within the section and work with officers of other Council Services, to ensure an adequate and appropriate response is made to service requests and programmed work.
- Lead investigations into cases of Harassment and Illegal Eviction and recommend the appropriate action, working in conjunction with the Housing Options Team.
- Undertake the Enforcement of the standards with regards to mobile home sites and review licence conditions as appropriate.
- Develop and implement special projects and new initiatives which contribute to the work of the Private Sector Housing Team.
- Take the lead on the developing policies and procedures to reflect current and future legislation and Council policy with regard to privately rented and empty properties.
- Instigate informal or formal action in accordance with the Council's Enforcement Policy, approve and sign relevant legal notices and liaise with Legal Services including prosecution work and civil penalty cases.
