This opening assignment is for 6-7 months

A Surveyor is required to assess, measure, design, draw, and project manage all adaptation work on behalf of HIA (Home Improvements Agency). Working as part of a small surveying team, the post holder will also give advice to non-technical staff in the team. Complete work in progress inspections and completion sign offs for all works which must comply with the requirements for disabled people including the building control regulations. The service works in the owner occupier/private sector and in housing associations and covers a large geographical area of 700sq miles.

Key responsibilities:

As part of a small team of surveyors, design and delivering home repairs, improvements and adaptations for residents living within the service delivery areas of Cambridge City, South Cambs and Huntingdon.
Provide a responsive customer service on technical issues for vulnerable people, team members, key partners, and others, to enable delivery and develop the service effectively.
Be a service expert in the field of [disabled] adaptations and oversee the works completed by external contractors to ensure high quality adaptations in client’s own homes.
Visit homes to assess, design and plan repairs and building alterations including extensions. This includes carrying out on-site surveys, feasibility studies, producing schedule of works, preparing AutoCAD drawings, liaising with the contractor and post inspecting completed works.
Provide information and advice on all matters relating to identifying property defects, specifying remedial works, proposing technical solutions for improvements or adaptations, responding to changes in technical requirements or requests for alternative solutions, overseeing improvements and adaptations to homes, following up on snags and monitoring the quality of completed works.
Ensure the proposed alterations are compliant with building regulations and lead on CDM (HSE) requirements as needed. The role involves regular liaison with council representatives and Occupational Therapists (OT’s). The Agency often acts as principle designer for the purpose of CDM.
Consider any budgetary constraints for instance the maximum grant available to meet the client’s needs.
Support the Manager to manage the various contracts that exist within the service, challenging standards of workmanship and monitoring spending variations as required. Quality assess all work and produce snagging lists and photographic evidence and liaise with the contractors to resolve issues.
Supported by caseworkers, use technical knowledge and interpersonal skills to help clients understand and engage with agreed building works. Address (where appropriate) defects, additional works identified, or concerns raised about the quality of works.

Qualifications:

GCSE – A level (or equivalent ability test).
HND Building, IOB (RICS) or other technical qualification (or currently working towards) or equivalent ability test.

Experience:

Designing home improvements and adaptations.
Project managing building works and contractors.
Drawing building alterations and specifying works using AutoCAD.
Experience of liaising and negotiating with a range of customers and professionals
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.

Knowledge:

Familiar with the scope of works approved under a Disabled Facilities Grant regime and have a good awareness of the needs of disabled people and be able to confidently communicate with clients whose disability may impair their understanding or communication.
Good knowledge of and ensure compliance with building control regulations.
Drawing and design of building works knowledge.
Knowledge of building works and key trades including working with contractors.
Building and planning regulations, contracting, health and safety at work and related legislation or regulations.

Skills & Abilities:

Ability to travel between sites, including rural settings where public transport is not always available.
Active listening skills, able to communicate and negotiate clearly and effectively.
Effective personal organisation, the ability to multi-task, prioritise, meet deadlines, and manage high volume workloads.
Strong focus on achieving customer outcomes whilst meeting KPI targets.
Excellent ICT skills, able to operate with wholly electronic records, experience of AutoCAD or equivalent technical design software.
Clear and accurate record keeping including project monitoring using electronic casework and file management systems.
Numerical skills in a context of producing building schedules and costings.
