Job description

The post holder will be responsible for providing operational and strategic planning to ensure the effective operation of the UHL Pharmacy Department. To manage the delivery and achievement of performance objectives. To promote staff wellbeing and recruitment and retention of staff including clinical and non-clinical. The key result areas are : Leadership : To provide strong visible leadership, including deputising for the Lead General Manager. In conjunction with the Pharmacy Leadership Team supporting the preparation of the services strategic direction. To maintain existing, develop and introduce new and innovative business management systems to maximise the organisational efficiency and effectiveness of the service area, sharing good practice. Provide professional management leadership for specific specialty areas. Ensure that all staff in the specific service areas are clear about what is expected of them, (via the Appraisal and Performance Management processes), and are working together in successful teams to deliver high quality patient services. Lead on the implementation of new Trust-wide policies within the service area and to co-ordinate the development of policy and service development that may impact beyond the service and/or CMG. Service Delivery : Responsible for the preparation of strategic service development plans for the Service, which anticipate future needs, for approval by the CMG Senior Team. To plan and implement a programme of continuous and evidence-based improvement in all aspects of the service area to ensure services are high quality, efficient, effective and patient-focused. To ensure a culture of continuous challenge exists in the service area, ensuring that progressive solutions, which take into account models of best practice, are incorporated into service plans To put in place appropriate budget management systems for specific service areas so that accountable managers have the necessary and timely information, and via this process to ensure the CMG remains within the allocated budget. In addition the postholder will contribute to CMG-wide budget setting and monitoring with the CMG Head of Operations. To contribute to the agreement of Service Level Agreements, monitoring arrangements and infrastructure as appropriate. The post holder will be responsible for service redesign and service improvement projects within the service area that will lead to deliver improved clinical outcomes for patients, reduced waiting times and more efficient use of resources within the service area and will ensure appropriate support to help clinicians of all relevant professions to deliver those service projects. Performance Management : As agreed with the Pharmacy Leadership Team to ensure that specific service areas in the service meet their performance objectives supported by a management regime to deliver continuous improvement. Within this to ensure that all staff have an annual appraisal and agree clear objectives against which they are managed appropriately. To ensure that sickness absence for staff within specific service areas is managed appropriately and in line with the Trusts Sickness Absence Policy. Develop and implement effective reporting arrangements within the service area to accurately record and monitor performance against local and national targets and to pro-actively develop solutions to manage any variances. To ensure that the service delivers a financial performance in line with the agreed financial plan, including CIPs, and continuously exploring and implementing all opportunities for cost improvement. Support the CMG Head of Operations in monitoring financial stability of the CMG across all specialty areas. Standards and Requirements for Healthcare Organisations : Work closely with clinicians and managers to ensure that the service is providing the best quality of patient care in line with national healthcare standards. To implement systems and processes to be able to provide assurance to the CMG Senior Team that specific service areas meet or exceed the relevant Care Quality Commission (CQC) standards for registration, and continues to comply with licensing requirements and local healthcare targets. To develop and maintain a systematic approach to handling patient complaints to ensure that these are resolved in accordance with Trust and national guidelines. Research and Innovation : Under the leadership of Chief Pharmacist/Associate Chief Pharmacist, ensure that patient safety is at the centre of the delivery of patient services. To ensure that within the service area, governance and risk management are seen to be everyones responsibility. To help develop and implement effective systems to record and monitor governance and risk information. To help make the case for resources where necessary for submission to the CMG Senior Team to deliver an annual Governance Plan, including relevant clinical audit activity. With the Chief Pharmacist/Associate Chief Pharmacist, ensure that specific specialty areas within the CMG employ robust risk management and systems for clinical quality and safety improvement. Promote clinical information for benchmarking and audit to improve the patient experience. Governance and Risk : Under the leadership of Chief Pharmacist/Associate Chief Pharmacist, ensure that patient safety is at the centre of the delivery of patient services. To ensure that within the service area, governance and risk management are seen to be everyones responsibility. To help develop and implement effective systems to record and monitor governance and risk information. To help make the case for resources where necessary for submission to the CMG Senior Team to deliver an annual Governance Plan, including relevant clinical audit activity. With the Chief Pharmacist/Associate Chief Pharmacist, ensure that specific specialty areas within the CMG employ robust risk management and systems for clinical quality and safety improvement. Promote clinical information for benchmarking and audit to improve the patient experience. Communication : To help establish and maintain effective two way channels of communication within the service area. To establish lines of communication with other CMG colleagues in the Trust and wider healthcare community if appropriate, to ensure that services are integrated. To support a communication structure within the CMG to ensure all staff are and remain engaged in the Trusts vision for delivering excellence in all we do. Ensure that good practice is rapidly shared within the CMG and wider organisation where appropriate. Using the highest degree of motivational and negotiating skills ensure an atmosphere of collaboration across the service area to deliver a programme on continuous improvement in a challenging and demanding environment. Human Resources : To ensure as a service management team: The review of workforce on an on-going basis to ensure it has the right numbers and the right level of knowledge, skill and expertise to deliver services in the most effective and efficient way. Managers within the service area are supported to lead, motivate and develop staff. That help is given to ensure that all staff in specific service areas are aware of the Trusts values and understand that they are expected to work to them. That all managers and supervisors within the service area have been trained in core HR policies such as Equality, Diversity & Inclusivity, Sickness Absence, Recruitment, Workforce Change, and are competent to deal with first line HR issues. That all staff are regularly appraised and have a Personal Development Plan which supports the Trusts excellence agenda. Help is provided to promote a culture within the service area where staff are made to feel empowered and accountable for service improvement at local level. Education and Training : Ensure that all staff in the specific specialty areas receives appropriate training and ongoing development to enable them to competently and safely fulfil their roles. To ensure the establishment and maintenance of systems to monitor and ensure that all staff are attending mandatory training as appropriate. Ensure that training is accessible to all staff, recognising the diverse needs of the workforce. Promote learning opportunities in a wide range of formats to improve multi-disciplinary and flexible working. Promote a culture of lifelong learning. Other : To participate in out of hours and weekend working as required.
