The Post
The Role
You will report directly to the Head of Estates Development within the Estates & Campus Services Directorate and will be directly involved with the management and delivery of the University’s Net Zero 2040 capital plan. This will include the co-ordination and management of both internal and external property professionals, throughout each project’s life cycle from feasibility stage through to implementation, handover and use. You shall take the lead and co-ordinate project requirements, briefing and activities with key stakeholders and client groups across the University community.
You shall identify project opportunities, manage the design process, procurement and delivery stages to meet the University’s Net Zero 2040 targets as set out in our Achieving Net Zero 2040 strategy. You shall ensure that our Net Zero ambitions are balanced with the need to ensure business continuity, energy efficiency and financial prudence.
You will be responsible for providing a professional, efficient, and customer-focused project management service ensuring that projects are delivered within time, cost and quality parameters. They will be expected to manage complex multi-disciplinary activities and communicate with a wide variety of internal and external stakeholders.
The University is undertaking an extensive capital development programme, including Net Zero investment, which will transform our campus and provide excellence in the delivery of our learning, teaching and research. In addition, the University’s commitment to Net Zero carbon will see a range of projects to enhance existing building fabric, improve campus wide mechanical and electrical infrastructure and improve the estate’s overall environmental performance.
You will be an experienced project manager - with demonstrable mechanical and electrical experience - in Net Zero projects who can demonstrate delivery of a number of concurrent projects within occupied buildings in a safe and efficient manner. You will have experience in managing projects ranging from minor to larger capital works together with a working knowledge of mechanical and electrical systems within a large estate.
Description of Duties
- Supporting senior managers in the Estates and Campus Service Directorate in the planning and implementation of the University’s Net Zero capital investment programme
- Liaising with the University’s Environment Advisor and BEMS Engineer to ensure Net Zero projects align with cross directorate sustainability initiatives and building systems
- Provide information for non-statutory returns as required, such as funding reports, HESA EMR, PBCCRD, etc
- Be the Directorate lead for Net Zero project delivery
- Engage and support the University’s Grounds Maintenance Manager in the planning, delivery and monitoring of our Biodiversity Action Plan to align with our Net Zero 2040 strategy
- Ensure accurate technical data and consumption and emissions information is collated and presented
- With Finance colleagues assist in the preparation of funding applications for Net Zero capital funding
- Managing Net Zero projects, including building fabric, M&E infrastructure and renewable energy projects, from inception to completion
- Ensuring that projects are delivered within approved budgets and in accordance with agreed programmes
- Take responsibility for ensuring the projects being managed comply with the Construction, Design and Management Regulations 2015
- Develop project briefs, reporting on progress, and providing appropriate handover and post-completion
- Monitoring, controlling and reporting on approved project budgets
- Provide regular project management reports on each project to University senior management and Committees
- Prepare project programmes, risk registers, cash flows and project execution plans. Manage the project in accordance with good project management practices
- Taking responsibility for the day-to-day management of projects and project teams, ensuring that adequate communication routes are established and the University stakeholders are kept informed of progress
- Reviewing completed projects and ensuring that any defects are completed in an efficient and timely manner. Ensuring that all handover documentation is in place and has been presented to the Operations and Maintenance team for review. In addition, ensuring adequate demonstrations are performed, and recorded, for relevant building users and maintenance staff
- Ensuring compliance with Health and Safety legislation and other relevant statutory requirements associated with the implementation of construction projects
- Preparing specifications and tender documentation in accordance with standard forms of contract
- Work with the Head of Operations and Maintenance to identify and prioritise Net Zero priority projects in respect of building mechanical and electrical systems.
- Lead in the provision of improved energy and electrical metering provision across campus
- In conjunction with the University’s Head of Procurement, procure designer and contractor services for each project
- Support and report directly to Project Boards with regard to stakeholder engagement and management including status reports of stakeholder briefings\engagement to inform senior management and University communities of overall project progress and impact
- Manage any third party relationships in relation to their project delivery in terms of costs, quality and scope. Liaise and collaborate with external stakeholders, partners, sector and industry leaders to leverage opportunities in on-site renewables
Essential Criteria
The successful applicant will possess excellent interpersonal skills including written and oral communication, negotiation and collaboration, have the ability to work with a high degree of autonomy and have a confident approach when dealing with an extensive list of stakeholders both internal and external.
Qualifications
- First degree and relevant building related and\or environmental professional qualification (RICS, CIOB, CIBSE etc.) or significant and demonstrable relevant experience of client-side Net Zero project management
Knowledge & Experience
- Knowledge of Net Zero and Carbon reduction projects and technologies.
- Knowledge of Scope 1 and 2 carbon reduction strategies and projects.
- Advanced knowledge and understanding of current construction procurement practices and construction
- Up to date knowledge of relevant environmental legislation and policy
- Knowledge of Building Management Systems and their use in a complex organisation
- Experience of developing project implementation plans and
- Experience of leading and managing multi-disciplined design and project
- Experience of dealing with construction
- Experience of the financial planning and management of complex multi-faceted construction
- Experience of managing budgets associated with capital projects.
- Knowledge of appropriate legislative requirements related to construction
- Experience of managing multiple stakeholders across complex projects.
- Experience of managing construction projects within the Higher Education sector or
- Knowledge of environmental sustainability issues related to construction projects including BREEAM and LEAD assessment
- Knowledge of Public Sector procurement
- Knowledge of managing asbestos containing materials in the context of construction projects
- Excellent knowledge of the Construction, Design and Management Regulations 2015
Skills & Attributes
- Excellent written and verbal communication skills and the ability to produce clear, well-structured and concise
- High level of proficiency with the MS Office and MS Project, in particular
- Ability to present with confidence and clarity to stakeholder groups and Project Boards.

The Estates & Campus Services (E&CS) Directorate at the University of Stirling comprises three divisions: Property Management (property, land and hard FM); Facilities (Soft FM); and Safety, Environment & Continuity.
