As a local authority with a history of sound financial management and resilience we are in a unique position to be expanding our procurement function. In late 2023 we appointed 3 new FTE positions to the team, and we now have an exciting opportunity to join our procurement service as a Senior Procurement and Contracts Officer. This is an important role helping to deliver quality and cost-effective procurement support services on strategic and high risk / value tenders, allowing the council to provide top quality, value for money contracted services and purchased goods for residents.

Reporting to the Procurement and Contracts Manager you will provide procurement support and advice collaboratively across the Council and at all stages of the procurement cycle. You will also support the Manager in the implementation of a new Procurement Strategy and the upcoming Procurement Act, as well as helping the procurement team develop policies and practices in areas such as social value, local suppliers and supporting the Council’s climate agenda.

The Senior Officer role includes line management responsibility for the procurement apprentice and support officer roles; and the successful candidate should therefore be keen and enthusiastic about helping to develop staff in progressing their future careers in public procurement.

Our procurement activities must be conducted in a fair and transparent way, complying with relevant UK procurement legislation and best practice. It is therefore essential that the post holder has substantial experience of the tendering process within public sector procurement and a strong knowledge and understanding of current public procurement legislation.

The postholder should have the ability to prioritise and organise their own busy workload as the procurement team provides support to all council teams; with the Senior Officer required to lead and manage their own procurement projects. The successful candidate should have a ‘can-do’ attitude and work well as part of a team; both as representative of the procurement service but also actively contribute to the wider goals of the Law and governance business unit.
