MMP Consultancy currently have an opportunity for a Head of Health & Safety to join a local authority based in Hampshire

This will be an interim position paying 350 P/Day Umbrella on 6 months contract.

The Role:

• Have responsibility and organisational authority for the development, implementation and delivery of policies, strategic plans, and programmes, to deliver in 2 separate and key business areas: corporate health and safety services, learning outside of the classroom events and activities.
• Be part of the Extended Leadership Team of the PH&PP Services sharing the responsibility to deliver all Public Health and Public Protection services and achieving Corporate Business Plan objectives.
• Have corporate and day–to–day responsibility for the implementation of Workplace Charter principles within and throughout the council's services including the management of the project team and the co–ordination with national public health objectives. To include the development of suitable strategies to achieve and maintain accredited standards; the development of employees' awareness and engagement processes; and the consultation and co–ordination with other public health specialists.
• Be responsible for the corporate attainment of Workplace Charter standards including the management of the designated project team officer(s) and the Public Health specialists involved in achieving and maintaining Charter standards.
• Provide expert safety and LoTC advice and leadership to support and inform commissioning and delivery of services across the local authority sector including schools and academies.

• Lead, motivate and manage a team of staff including specialist professionals from different disciplines.
• Be an authorised signatory and budget holder and contribute to the formulation of department/service budgets and financial initiatives
• Commission audits/projects and translate findings into health, safety and LoTC practice.

Job Purpose:

• To influence political and management planning so that business effectiveness is maximised.

• To manage key risks as identified by the council's risk management process.

• To formulate and promulgate the corporate health, safety and well–being policies, procedures and processes.

• To have direct management responsibility for a range of professionals across 3 disciplines and for Workplace Charter project officer(s); and indirect management of Public Health specialists involved in attaining and maintaining Workplace Charter standards.

• To lead on the key performance indicators relating to health and safety; interpreting and analysing performance management data and taking action to continuously improve.

• To be a member of the senior team managing services across each domain of Public Health and Public Protection.

• To be a member of the council's emergency response team.

• To prepare reports to inform Cabinet, Corporate Leadership Team, Health and Safety.

• To be the lead co–ordinator in respect of his Majesty's Inspectors from Health and Safety Executive and Wiltshire Fire & Rescue Service.

• To lead and manage the health and safety services so that business effectiveness is maximised and human, legal, reputational and financial losses are minimised.

• To manage the H&S operational budget and the corporate budget for reasonable adjustments.

• To empower all employees to act in a safe and healthy manner by providing access to information in respect of workplace health and safety and healthy lifestyle advice

• To foster partnership working in H&S with Wiltshire Police and other partners and to work collaboratively with Public Health, Public Protection and Environmental Health services in instances where services overlap.

• To be the lead professional officer in all workplace health and safety matters and to take a lead role in the management of complex or high profile cases providing advice and support to managers as appropriate.

• To ensure an audit programme is undertaken of premises and services to monitor standards and make recommendations as appropriate in accordance with statutory responsibilities.

• To ensure a suitable and sufficient range of learning opportunities exist for employees through the development and delivery of a suite of learning and development opportunities including bespoke desktop learning packages.

• To ensure all accidents, incidents and near misses are properly reported and investigated in accordance with statutory responsibilities.

• To identify and escalate reports which have a safeguarding aspect in respect of vulnerable adults or children.

• To ensure managers and employees have access to a reliable, accurate and professional advisory service in accordance with statutory responsibilities.

• To oversee the consultative arrangements between management and employees' representatives in accordance with statutory responsibilities.

• To devise, promote and deliver a traded specialist training service to the maintained school sector covering all statutory areas of responsibility.

• To devise, promote and deliver a traded specialist training service to school governors covering all statutory areas of responsibility.

• To specify, market and deliver a traded specialist health and safety advisory service to non–maintained schools and Academies.

• To provide a Radiation Protection Officer service to schools and others in accordance with the Ionising Radiation Regulations.

• To undertake an electronic annual school audit process to establish compliance with statutory duties.
