Oxford University Hospitals (OUH) is a world-renowned centre of clinical excellence and one of the largest NHS teaching trusts in the UK.

The Trust is made up of four hospitals – the John Radcliffe Hospital (which includes the Children’s Hospital, West Wing, Eye Hospital, Heart Centre and Women’s Centre), the Churchill Hospital and the Nuffield Orthopaedic Centre, all located in Oxford, and the Horton General Hospital in Banbury, north Oxfordshire.

We provide a wide range of clinical services, specialist services (including cardiac, cancer, musculoskeletal and neurological rehabilitation) medical education, training and research.

The Deputy Divisional Head of Finance will support the Divisional Head of Finance in providing effective and professional leadership within the Division and in particular, of the finance team in implementing strategy and delivering outputs and service consistent with the Division’s strategic and business objectives.

They will provide day to day leadership of the Finance team and will be responsible to the Divisional Head of Finance for delivery of the functions objectives and service standards. The post holder is expected to work as part of a cohesive team and when necessary, may take lead responsibility for issues outside of their immediate sphere of responsibility.

The Deputy Divisional Head of Finance will work closely with Head of Finance and Finance Business Partners to ensure that the finance function makes an influential contribution to the Division’s managerial and business objectives.

The post holder will develop close and collaborative working relationships with key leads within corporate finance to ensure the divisional finance team’s operations consistent with the Trust’s financial framework and in managing the implementation of financial controls and processes, and will be responsible for the effective and accurate production of financial reporting and analysis

Most services are provided in our hospitals, but over six percent are delivered from 44 other locations across the region, and some in patients’ homes.

Our collaboration with the University of Oxford and Oxford Brookes University underpins the quality of the care that is provided to patients, from the delivery of high-quality research, bringing innovation from the laboratory bench to the bedside, to the delivery of high-quality education and training of doctors.
1. To support strategic business leadership for the Division ensuring that a holistic approach is adopted by the Division and directorates with performance. In particular, forging links between income, expenditure, workforce, activity and achievement of all performance targets.
2. To support elements and the creation of the annual business plan, budget and financial plan for the Division, working closely with the Trust’s corporate Finance team and Senior Finance Business Partner in agreeing the financial framework within which financial plans are to be fixed, ensuring that local conditions applicable to the Division are taken fully into account.
3. To be responsible for ensuring that monthly performance monitoring reports (including financial figures) are robust and that key management decisions are based on accurate business information.
4. To prepare, review and maintain a robust forecast outturn position for the Division and to produce alternative strategies as to what corrective action the Division might take to ensure it meets its financial targets.
5. To prepare detailed finance and performance reports for the divisions, presenting these reports to senior management within divisions and at corporate level.
6. Lead on monitoring commissioning income for the Division, including Referral To Treatment (RTT), demand management, forecasting and monthly review of activity and capacity.
7. To provide the financial oversight in the development of business cases for changes in service provision or investment in capital expenditure on behalf of the Divisions.
8. Lead on Service line reporting (SLR) and annual reference costs for the Division. Benchmark services provided by the Division against similar organisations using reference costs and other data in order to facilitate continuous improvement.
9. To ensure the Divisions’ financial year-end position is robust and delivered within the agreed national timetable and in accordance with International Accounting Standards.
10. To ensure all education and R&D proposals arising within the Division have been fully evaluated, and include appropriate contributions towards Divisional and Trust overheads, and that there is no cross-subsidy from funding received for NHS patient care.
11. To work with Internal and External Audit teams, and the Trust’s corporate finance Department, to ensure that best practice is achieved, and recommendations are fully implemented, within the Division.
12. To ensure that all managers within the Division understand and comply with the requirements of Trust’s Standing Financial Instructions, financial procedures, budget rules and other financial matters, and to provide guidance on the application and development of these policies.
13. To manage and develop the Division’s Finance Business Partner. Actively supporting their own personal development where required and creating standardised reports and approaches to ensure consistency across the Division.
14. Lead on developing internal Divisional reporting tools including a comprehensive suite of reports to budget holders. Implement financial monitoring tools that assist managers in controlling their budgets effectively.
15. To ensure that private patient charges cover the costs of the service provided and take account of the current market place.
16. To design, prepare and present financial training sessions for individuals or groups of budget holders and staff within the Division
17. To work cooperatively and collaboratively with Finance staff in other divisions and in the corporate Finance Department.
18. To be the formal deputy for the Divisional Head of Finance
