Job description
• Will be responsible for ensuring that all matters related to the estates department quality control are implemented and the trust gains and remains statutory compliant to HTMs, HBNs, PAM and the Health and Safety at Work Act etc.
• Provide a specialist expert knowledge of compliance and deliver management reports to Senior Managers
• To collect and maintain the asset base for all sites and work in conjunction with the CAFM manager on compiling the Preventative Maintenance Schedule
• Write Risk Assessments and Method Statements (RAMS) for Estates related works and review RAMS for additional and capital works
• Write and review estates policies and procedures
• Write and review Standing and Emergency Operating Procedures
• Carry out the duties of Water Authorised/Responsible Person and other relevant Authorised/Responsible Person appointments as appropriate
• Assist the site engineering teams where required
Participate on the on call managers roster
To monitor and report on the effectiveness of the estates team compliance to HTMs, HBN’s H&S Act, following the compliance audit schedule
Undertake technical audits and present reports within deadlines given
Represent the trust on Safety Groups or other compliance meetings as required both internally and external
Ensure that the trusts CAFM system in up to date by maintaining a register of all estates assets via a change control process as well as asset collection of existing and new works .
Compile a comprehensive library of Risk Assessment and Method Statements (RAMS) for all Estates related works.
Review RAMS for additional and capital works with 5 days of being presented.
To write and review Emergency and Standing Operational procedures
Work with the Capital and Estates teams to ensure that any refurbishment works are statutory compliant
Write reports as required for trust group committees
Obtain and file safely all relevant certificates of Compliance, Insurance that are required by internal and external bodies is
Analyse patterns of incidents, prepare initial analysis, identify risks, and report findings on various forums.
