Senior Programme Manager (Inside IR35)
Contract Term: 12 months
Contracting Authority: The Foreign, Commonwealth & Development Office
Location: Hybrid – London 2 days per week

As the Senior Programme Manager, you will be responsible for ensuring the programme continues to deliver the outcomes set for 2024. You will be accountable to the Senior Responsible Owner for the day-to-day management of the programme, providing leadership and steer to a skilled, lean programme team.A critical element of this role will involve supporting the Consular digital teams to adopt ownership in a business-as-usual capacity as new products and services are delivered incrementally.
You will oversee the delivery of the planned products and services working closely with the Architecture and Business Change Leads to ensure design/technical choices are made with in line with the Programme design principles with a continued focus on future proofing and enabling further, improved transformation of Consular processes.
As a Senior Programme Manager, your main responsibilities will be:
- Manage and maintain the portfolio of projects, ensuring that the programme vision continues to deliver the tangible deliverables defined and delivered by project teams and the wider business stakeholders (business change, architecture and subject matter experts).
- Work in partnership with the senior leadership of Consular Directorate to maintain the cadence of delivery and in managing the relationships between teams across Consular Directorate and the wider network.You will also input/oversee the Programme transition to BAU ensuring the programme team provide effective skills transfer to the product teams.
- Lead and guide the project managers and their teams providing expert advice, steers and coaching. Adopt a proactive, hands on delivery approach where required to maintain momentum against a fast paced, planned schedule for 2024. You will carefully navigate supplier/commercial issues and escalations to ensure the programme remains on track.
- Lead and direct the PMO (Programme Management Office) to manage the integrated Programme plan and ensure that resources are aligned to the plan. The PMO will need to work closely with the project leads to ensure cross programme dependencies are mapped; understanding the impact of delays and opportunities for acceleration.
- Produce timely programme status reports to inform recommendations and decisions at the relevant Programme Board, including a focus on tracking costs and benefits throughout the programme lifecycle with handover to BAU teams established once services are delivered.
- Manage, oversee and run the Programme governance effectively including the Business Design Authority (BDA), the Scrum of Scrums (SoS), Project SRO/Programme check-in’s (weekly) and the monthly Project Boards/Programme Board.
- Confidently communicate plans, planning assumptions and progress to a range of senior stakeholders, providing advice and recommendations to support SRO decision making. These include DDaT Boards, the Consular SLT and Cabinet Office reporting platforms.
- Collaborate and build on the existing partnerships in place with IDD, PTF and wider FCDO/external entities to share joined up thinking, best practice and lessons learned on comparable programme initiatives.
We are looking for someone with:
- SC/DV Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks
- Significant Programme and Portfolio delivery experience, managing inter-dependencies across multiple projects, putting in place appropriate governance structures, and ensuring a coherent approach across business units.
- Experience of large scale, complex, IT/DDaT programme delivery.
- Proven experience of engaging at a strategic level, leading on technical and business change and communicating effectively with both senior business and technical stakeholders.
- Proven Commercial Management of projects, including procurement, and managing delivery in a multi-supplier environment.
- Understanding and practical experience of blended Agile and Waterfall methodologies, managing risks appropriately.
- A track record of developing capability within an organisation, including empowering, supporting and developing staff to achieve the highest performance standards including mentoring and influencing senior individuals.
