Job description

The mission of the Department of Finance is to lead in the achievement of the Government’s economic, fiscal and financial policy goals, having regard to the goals set out in the Programme for Government - Our Shared Future. The Department’s Statement of Strategy 2023-2025 sets out the Department remit and the framework within which the Department will advise, design and implement Government policies to support economic advancement and to ensure fiscal sustainability in the years ahead. The Statement of Strategy provides the context for the work of the Department and outlines in detail the key challenges and opportunities facing it in this period.

The Department Headquarters is located in Dublin with offices spread across three locations with over 350 staff currently.

Reporting to the Secretary General, the Head of Corporate Services will head a new Division which will provide a range of corporate, business and strategic services across the Department and to external stakeholders. The main business areas of the new Division will include finance and accounts, Strategic HR, Civil Service Renewal and public sector reform, facilities management, communications, business support, ICT and digital transformation and corporate governance functions. 

The successful candidate will have:

• A proven record of accomplishment as a leader and senior manager, leading teams;
• Demonstrate a clear understanding of the current Corporate strategic context and how the organisation can be most effectively supported at Corporate level into the future;
• An understanding, or the ability to acquire an understanding, of the Department’s range of responsibilities at national and/or international level as required;
• The ability to exercise sound judgement on complex inter-linked issues across a range of policy areas, and a measured approach to the benefits and implications of different approaches; 
• Demonstrated at senior level the capacity to network, influence and negotiate effectively and the ability to deal effectively with a range of state and/or international stakeholders;
• A proven capacity to provide sound advice to Ministers, assisting the Executive Board and the Secretary General in steering a strategic direction, for the Department and understanding how the responsibilities under their remit impact the wider public policy and political context;
• The capacity to negotiate and deliver on matters of strategic importance and public policy and relate effectively to the political process and environment.
