Job description
To co-ordinate the efficient use and management of medical devices issued via the Medical Equipment Library (MEL) that are to be used on ward areas, including the management of pressure relieving mattresses, infusions pumps and other Medical devices.
The post holder will also be expected to manage various contracts and be accountable for the financial impact and cost saving programs. You will also be responsible for the management of the MEL team, including PDR’s, managing and organising rota’s, providing cover when necessary and managing all HR issues.
The post holder will play a key role in supporting the EBME Manager with asset management of all medical devices providing assurance relating to asset location and preventative maintenance.
• The post holder will have the ability to plan and organise using their own initiative his/her own work and that of other staff within the Medical Equipment Library to provide, at the request of clinical and nursing staff a range of medical equipment for patient care
• The individual will also be responsible for co-ordinating the delivery and collection via contract supplier’s pressure relieving mattresses that are to be used throughout the trust.
• You will need to be committed to flexibility and have good communication and organisational skills, to be able to liaise with colleagues and other senior staff members, arrange training and instruction when appropriate for equipment users, be responsive and develop positive working relationships with wards and departments.

Main duties & responsibilities
Operational
1.1 The post holder will be expected to provide advice and demonstrate their own duties to new employees or others that have less experience in their own working area.
1.2 Assist with problem solving in relation to loaned equipment using your skills to guide users though operational difficulties, this could involve communicating technical related information and instructions to suppliers, technical & non-technical staff and your own colleagues to convey accurately any relevant information about a problem.
1.3 Ensure that equipment supplied has been labelled, maintained, is with all accessories, clean and that a functional test has been carried out prior to dispatch. In the event of non-availability of equipment from the library, arrange for its hire from external suppliers using the appropriate procedure and documentation. All equipment loaned out must have a traceable recorded cleaning and testing for audit and compliance purposes.
1.4 Ensure equipment is being cleaned and decontaminated in accordance with agreed department procedures and is stored in a safe, hygienic and tidy manner to ensure that equipment is available for returning to wards and equipment manufacturers and is safe for engineering technicians and trainers to carry out their duties safely and help prevent cross infection to patients when returned to clinical areas as per the Trust’s Infection Control Policy.
1.5 Deliver, collect and clean medical equipment following the department’s procedures between loans as and when required, this will be to assist technicians in peak demand times, annual leave and sickness to ensure continued service delivery.
1.6 Work flexibly with other staff to maintain an efficient service, especially in times of absence i.e annual leave and sickness absence.
1.7 Manage transport, receipt and delivery of medical equipment between sites within the Trust, using the most cost effective method, ensuring traceability is maintained
1.8 The post holder is responsible for the security of the Equipment Library and its contents and the distribution and collection of equipment to and from the library to be used by others.
1.9 Ensure that accurate records are maintained of all installations, transfers and cancellations of externally hired equipment (mainly pressure reliving mattresses) are kept using the appropriate documentation.
1.10 Ensure that regular audits of all medical devices are undertaken and asset management systems are updated to reflect current status.
1.11 Manage a range of requests for devices ensuring priority is given to urgent requests.
1.12 Develop and maintain effective working relationships with staff in all clinical departments to ascertain their equipment needs.
1.13 The post holder will be responsible for the Contract management a range of equipment on hire or loan to the Trust, ensuring that assets are tracked and managed appropriately whilst on site, including hiring, monitoring of their use, and returning promptly to the contractor for all departments across the trust as and when required, and in times of equipment shortages within the MEL.
1.14 The post holder will be the main contact for all contractors and representatives from medical device companies, and will be expected to manage all aspects of appointments and meetings, training sessions, including engagement from the relevant Trust staff. You will also Work with company representatives to develop
competency statements for new equipment in conjunction with the estates and Facilities matron.
1.15 Work with all appropriate Trust policies to help prevent the spread of infection.
2. Managerial
2.1 Using skills obtained via training and education, the suitability of equipment that is sent to wards for patient use for specialist requirements and whether this equipment should be hired from external contractors.
2.2 Using your training, knowledge and experience, assess what course of action should be taken in relation to the supply of medical equipment, at times of shortages or unusual situations.
2.3 Complete clinical incident reports on any events involving medical equipment associated with the equipment library and produce reports detailing findings and any corrective action required to prevent re-occurrence.
2.4 Act as first point of contact for all communication to the Library and provide information for all Wards and department across the Trust
2.5 Responsible for updating accurately detailed equipment management system to be used in relation to equipment rentals.
2.6 Filter and prioritise correspondence received by the department and take action as appropriate.
2.7 Using your own planning and organisational skills, provide an effective response to supply commonly used medical equipment to ward areas taking into account priorities of the patient and the urgency of other requests. Determine from the information provided by the wards and departments whether the Trust’s own equipment is suitable for the patient’s needs or whether hired equipment is more appropriate.
2.8 In the event of ward closures due to an infection outbreak, liaise with senior nurse practitioners regarding the supply of clean equipment based on the patient’s needs, equipment availability from within the library and where appropriate arrange urgent delivery of hired equipment from external suppliers.
2.9 Monitor stock levels of all consumables used within the equipment library and order replacements as and when required.
2.10 Update and maintain records and inventories of all equipment loans, equipment stock and condition to produce reports detailing site and ward usage, length of loan, equipment type etc. for auditing and monitoring of the departments performance. This will be by using the dedicated software package provided and by the creation of Excel spreadsheet reports not supported by the database system.
2.11 Ensure that the statutory and general records appertaining to the work of the equipment loan store and general stock control is maintained.
2.12 Participate in the welfare, education and training of staff, for the purpose of improving effectiveness and efficiency of the equipment loan store.
2.13 Provide support and instruction to other colleagues, both within the department and across the Trust in relation to medical devices.
2.14 Ensure equipment delivered to ward areas meets minimum standards of cleanliness.
2.15 Arrange and participate in meetings as necessary to:
a) Establish and review the programme of work
b) Review the effective use of labour, materials and resources at the disposal of the department
c) Disseminate and communicate decisions and information to, and receive requests, suggestions and complaints from any member of staff
2.16 Responsible for insuring induction programmes for newly appointed staff correctly take place, including training any new staff in departmental practises and procedures.
2.17 Manage rotas for department staff, ensuring adequate resources are in place.
2.18 Analyse, collate and input equipment usage figures onto the department asset management system , including all staff audit sheets. Produce reports showing loan figures and activity within the department other key performance metrics, e.g., compliance against planned preventative maintenance, missing medical devices etc. Responsible for storage of data, creating reports, documents, databases, spreadsheets.
2.19 Using your knowledge and experience, train and instruct new employees on the operations and decontamination of specialist equipment as part of their induction program and pass on knowledge to others on the above features and other aspects of their work. Including providing training and knowledge to groups when required.
2.20 Responsible for the effective uses of resources within the Equipment Library, as well as the management of onsite engineer contractors.
3 Finance
3.1 This post requires that orders are processed in line with current standing financial instructions obtaining costs where necessary for medical equipment to be hired and decontaminated for wards and departments.
3.2 Liaise with the finance department and contract suppliers regarding outstanding invoice payments in relation to the hire of pressure relieving systems, provide
detailed and accurate information to ensure speedy settlement of any unpaid accounts or credits.
3.3 Responsible for the budget including staffing, renting of equipment, ordering stock and supplies.
