Key Job Responsibilities include: Patient Safety & Quality In conjunction with the Head of Midwifery the post holder will ensure the effective implementation of a comprehensive and systematic approach to Clinical Governance in the maternity services. Support the Head of Midwifery in the maintenance of robust systems and risk management arrangements to support womens safety, staff safety and compliance agenda including NHS risk management, national standards and drivers or equivalent, monitor DoH policies and drivers for best practice requirements. Support the Head of Midwifery to ensure all aspects of clinical risk are robustly and effectively managed in the interest of womens safety. Promote a culture in which reporting incidents and undertaking incident investigations is routine practice and is recognised by staff as routine practice as a means of improving the quality of clinical care and reducing risks. Ensure systems and processes are in place to ensure lessons learnt are shares systematically in the workplace and assimilated into practice encouraging reflective practice and debriefs for all staff. Support the Head of Midwifery and Clinical Leads to progress the National Maternity Services safety ambition by 2025. Develop and encourage a culture of continuous quality, improvement and service development to enable change and to help deliver better services. Oversee the key objectives outlined within Better Births (2016) National Maternity Services Review. With the Matrons, support the ward managers to have ownership in monitoring and reviewing of midwifery, incidents and clinical risks throughout maternity developing and monitoring action plans. To offer support in ensuring that all complaints are investigated appropriately and responded to within the Trust timescales. Work closely with professional Midwifery Advocates to embed the A-Equip model in practice. Put women and their families at the heart of the service. Valuing feedback from the Friends and Family Test and engaging with the stakeholders at Maternity Voices Partnership meetings. Analytical and Judgemental Skills Analyse and Interpret complex data. Make decisions and recommendations based on best available evidence. At times these decisions will need to be made within short time frames and within the context of minimising risk to patients, staff and the organisation. Responsibility for Patient Care Provide professional leadership and responsibility to ensure the delivery of a high quality patient centred service that meets the needs of the patient. To be accountable and responsible for the delivery of patient care within the service by directly managing the providers of patient care. Ensure that there are strategies in place to enhance the patients experience in line with local and national agendas e.g. nursing assessment tools, infection control, nutrition, health promotion, hospital cleanliness, clinical leadership development. Ability to provide direct patient care when required to meet the needs of the service. Responsibilities for Human Resources To provide midwifery/nursing line management and direction to departments across service. Support the Head of Midwifery to develop clear plans for recruitment, development and management of people across multiple departments. Identify workforce requirements to meet the team and organisational objectives Ensure the recruitment, deployment and management of people is in line with Trust processes and systems. Monitors and reviews the recruitment, deployment and management of people demonstrating flexible work planning, responding to changing circumstances across the group. Participate in team, professional and personal development activities and promote a commitment to continuous development and improvement. Lead the appraisal process and personal reviews and work to achieve agreed objectives for themselves and others. Provide professional and clinical supervision demonstrating advanced levels of knowledge, judgement and decision making. Develop strategies for avoiding poor performance and address poor performance issues agreeing the appropriate course of action necessary to achieve this. Diffuse challenging behaviour, ensuring that the situation is managed in a sensitive way. Act as a role model providing mentorship and/or clinical supervision to other staff. Facilitate the continuing professional development to staff, playing a key role in ensuring staff are educated and informed of the implementation of new developments affecting their practice and advising on appropriate strategies to fulfil deficits across the surgical group. Personal and People Development Identify own development needs and set own personal development objectives with feedback from others. Work in partnership to make effective use of learning opportunities actively promoting the workplace as a learning environment. Enable others to develop and apply their knowledge and skills in practice providing timely feedback. Generate and share knowledge and expertise with all members of the multi professional team utilising any new knowledge feedback to inform and change practice. Undertake annual mandatory training updates and other relevant courses in line with Trust and local policies. Support the development of a learning organisation Evaluate the effectiveness of learning and development opportunities ensuring processes are in place to gain feedback from learners and relevant others. Provide strategic direction for the identification of learning and the development needs of the division to support evidence based care, service development, service delivery, service modernisation and the competency of staff. Work with the Head of Professional Development to ensure identified learning and development needs of the division are best served by the service level agreements and that the modernisation of the roles are developed strategically and staff are fit for purpose. Line manage staff identified by the Head of Midwifery including undertaking appraisals, management of sickness. Take part and lead on disciplinary and performance processes as per organisation policies. Delegate responsibilities appropriately. EDUCATION Support the Head of Midwifery by: Supporting the maternity clinical education team in the development of a tailored portfolio of learning pathways linked to high quality care and career development. Collaborate and maintain strong links with HEIs at local, regional and national levels. Making an active contribution to the agenda of education activities and enhancing the learner experience at undergraduate, post graduate, CPD and trainer levels: including delivery of specific education and training related to professional expertise. Contributing to the formulation of long term strategic plans for education, training and clinical practice. Liaising closely with HEI staff in relation to undergraduate midwifery placements, working with practice placement managers to embed trust standards and values within undergraduate midwifery programmes and induction. Maintaining partnerships with universities and other education providers. Supporting the maternity clinical educator to lead the implementation of agreed training plans within designated areas of responsibility. Participating in and contribute to professional development programmes both internally and external to the Trust. Acting as a preceptor/mentor to other senior midwives including coaching succession planning. Ensuring clinical supervision structures are in place where appropriate and implemented and their effectiveness monitored on a regular basis. Supporting the maternity clinical educator to ensure a robust system is implemented to identify TNA within all relevant areas to ensure an effective service for women. Monitor, provide and evaluate feedback for internal and external training and development programmes to ensure standards are maintained and make recommendations for change as required. Support the Head of Midwifery, HR Business Manager, Finance Business partner and Operation Business Manager to ensure KPIs are achieved. Implement systems to set standards/protocols and monitor audit practice. Actively promote evidence based practice. Assisting in coordinating workforce plans developed by the Head of Midwifery within the designated areas to ensure that the appropriate midwifery resource is in place to deliver high quality evidence based care. Deputising for the Head of Midwifery in her absence as required.
