Rate: £17.07 per hour PAYE or £22.19 per hour Umbrella

We are looking for Market Development Officer
This post holder will be working within the Strategic Commissioning Team working closely with Adult Social Care colleagues to support Commissioning Activity related to the review of accommodation based care and support markets, with a focus on supported living and supported accommodation.
The post holder’s key role will be to work with commissioners to support the development of the accommodation based care and support markets and pathways. This will include gathering and analysis of data, developing and maintaining databases and records and engaging with provider markets.
The post holder will need to fully record all contract activities, agreed action plans, safeguarding concerns and remedial actions.
The post holder will need to take the lead in developing and disseminating good practice across providers through provider forums and other sources of communication.
The post holder will need to ensure that all contracted providers provide information as required in the Council’s performance indicators and to contribute to the development of any new procurement or monitoring process carried out by the Commissioning, Contract, and outcomes Team.
The post holder will be working within a small team of people.
There will be no line management responsibility.
The candidates must have:
Relevant A-level subjects
Equivalent experience in health, adults or childrens commissioning
Knowledge of national legislation, policy, and delivery requirements relating to strategic commissioning and market shaping in line with the Care Act 2014.
Commitment to enabling opportunities for collaboration, co-production and involvement in service development.
Understanding of the commissioning cycle and methods for shaping service provision across either health or adult social care.
Knowledge of the social care provider market, and other partnership agencies in statutory, voluntary and independent sectors.
Knowledge of building collaborative relationships with stakeholders to constructively address challenges and enable improvement/change through creative and solution-focused approaches
Commitment to working with providers, partners, and stakeholder organisations to ensure compliance with statutory responsibilities for delivering care services.
Strong research and data analysis skills with the ability to understand and interpret both qualitative and quantitative data, and produce evidence-based findings, intelligence and insights.
A high-level of interpersonal skills with the ability to liaise with, form and sustain productive relationships with stakeholders, organisations and customer groups.
Demonstrable ability to draft good-quality reports and papers using evidence to form clear messages and reasoning to inform decision-making.
Proven ability to chair and facilitate meetings and events ensuring the engagement and participation of all attendees, which may include providers, partners or an individual or group of adults or carers.
Proven ability to quickly understand and assess key issues and delivery challenges/risks and identify effective options and solutuions to maintain compliance and delivery.
Ability to work independently and take the initiative to achieve deadlines through effective planning and prioritisation of tasks; seeking advice and guidance as appropriate.
Demonstrate effective use of Office 365 (incl. Teams, OneDrive, etc.) or willingness to undertake training during the probation period.=
Experience of analysing, collating, and reporting on a range of performance information and data to create a common understanding of service delivery.
Experience of and commitment to working with key stakeholders and customer groups in adult social care, health care or relevant public service setting
Experience of working in a commissioning or contract management environment related to at least one of the vulnerable groups covered by the Commissioning, Quality and Outcomes function.
Experience of preparing and presenting complex reports, products and outputs to a variety of audiences including senior managers and stakeholders.
Ability to demonstrate awareness/understanding of equal opportunities and other people’s behaviour, physical, social and welfare needs
Demonstrate an understanding of the safe working practices that apply to this role.
Ability to work in a way that promotes the safety and well-being of vulnerable adults.
