Job description
Service Care Solutions are looking for a Procurement Officer to work within the Lancashire Constabulary on a initial 3-month contract.
Location: Preston
Job role/responsibilities: To provide a high-quality procurement function to the Constabulary, supporting the Procurement and Contracts Manager
- Undertake tendering exercises adhering to EU Directives and Public Contract Regulations.
- Provide stakeholder support for procurement projects.
- Deliver presentations on procurement regulations and directives.
- Lead, negotiate, and manage diverse procurement contracts within prescribed timescales.
- Proactively manage contracts to identify savings and achieve value for money.
- Contribute to procurement meetings and lead initiatives.
- Advise budget holders and senior managers on tendering procedures and compliance.
- Support the Procurement and Contracts Manager on high-value projects.
- Conduct market testing and vendor rating for procurement options.
- Report and challenge spending trends.
- Produce timely reports for recommendations.
- Maintain accurate contract information.
- Demonstrate a commitment to value for money and high-quality service.
Knowledge/Experience required:
- Experience of negotiating and influencing with internal and external stakeholders.
- Knowledge and experience of interpreting and applying specific relevant legislation.
- Knowledge and experience of public sector procurement processes.
- Experience of market testing initiatives for goods services and works of significant value.
- Experience of delivering projects in line with contractually agreed costs.
- Experience and application of evaluation methodology tools for tender analysis.
- Experience of the preparation of reports and delivery of presentations in order to influence buying decisions.
- Knowledge of the role the various stakeholders play within the procurement environment.
Qualifications required:
- Commitment to working towards or fully qualified to Level 6 Graduate Professional Diploma in Procurement & Supply (or equivalent) - Level 5 is a minimum.
