Job description
We are currently working with Peterborough City Council for a Head of Service to lead the fostering team.
Location: Sand Martin House, Peterborough - Hybrid working - minimum two days per week in the office
Duration: Up to nine months/covering vacant role
Working Hours: 37 Hours
Rate: Up to £600 per day, depending on experience.
Job Purpose:
As the Head of Service Fostering, you will directly manage and be accountable for Peterborough City Council Fostering Service. This includes overseeing Fostering Transformation projects, Recruitment and Assessment, Fostering Support, Specialist Fostering, and Training. You will play a crucial role in increasing the number of registered Foster Carers, ensuring a focus on service delivery that provides timely advice and guidance for childrens placement options.
Organisation:
* The role is situated at the third tier within a statutory Children's Services Department.
* The post reports to the Service Director Children's Social Care and is a member of the Children's Services Management Team.
Principal Accountabilities / Responsibilities:
* Oversee the Recruitment Strategy, Statement of Purpose, and Business Plan for Peterborough City Council Fostering.
* Coordinate the development and management of service delivery of specialist teams, including Placement Stability and Foster carers caring for Disabled children.
* Undertake the role of Fostering Agency Decision-Maker, ensuring quality and consistency of fostering Panel work.
* Develop and manage the delivery of high-quality training to all foster carers across PCC.
* Ensure compliance with child protection processes and procedures to run a safe fostering service.
* Identify and develop sound mechanisms to record information and needs data required to inform performance monitoring, internally and externally.
Job Knowledge, Skills & Experience: Knowledge:
* Essential - social care qualification. Registration as a Social Worker with Social Work England.
* Educated to degree level. Management qualification desirable.
* Thorough understanding of the legislative and regulatory regime of multi-agency statutory children's services.
Experience:
* Substantial leadership and management experience within a relevant service context.
* Track record of achievement and transformation in a large complex organization.
* Detailed understanding and awareness of fostering legislation, research, and best practice.
Skills:
* Excellent interpersonal skills with strong negotiating, networking, advocacy, oral, written, and presentation skills.
* High motivation, energy, and personal drive, resilient, and demonstrating highly developed emotional intelligence.
* Ability to think conceptually and systematically to develop strategic responses and solve problems.
