An opportunity has arisen to join our project team as project management officer for the review of our corporate offices. The successful candidate will join a team with a clear and sustained focus on delivering our strategic priorities and ensuring that we maintain a strong core of services as a foundation on which to build our future vision.

Modernising and improving the way we do things is a fundamental aspect of our approach and an innovative and positive attitude to change will be required. We are looking for someone whose drive, creativity and excellent communication skills will bring clear insight and direction to this role. Requirements

Co-ordinate and develop the Council’s implementation of the property asset management programme by defining the planning aspect and ensuring a joined up response including service efficiencies, asset optimisation/rationalisation and the implementation of organisational policies such as flexible working. Develop proposals to meet gaps in activity to meet agreed Council priorities and co-ordinate activity and reporting across the plan.
The post will both develop and lead specific projects and provide expert advice and support to enable service managers to deliver projects. The post holder will also support the wider Council transformation work of the Transformation Service as required to lead on aspects of the overall project in accordance with the project brief, key milestones and allocated budget.

Responsibilities

Contribute to the development and implementation of a robust and comprehensive project plan.

Develop and implement action plans arising from the overarching project plan.

Staff deployment and supervisory responsibilities.

Budgetary responsibilities including sourcing and preparing funding bids as appropriate and monitoring expenditure.

Establish and build links with both key internal and external contacts. This may involve leading, organising and attending action plan meetings and workshops.

Lead research into best practice in relevant matters and translate this into ways of working, action plans and delivery models.

The Individual

Proven experience in working on complex projects.

Proven experience of analysing complex information in order to identify opportunities for improvements.

Proven experience in leading and motivating a team to the completion of a project.

Degree or equivalent in a related subject or the ability to demonstrate the equivalent relevant work experience.

Thorough understanding of Project and programme management.

Self-confident, self-motivated and able to work independently.

Appreciation, acceptance of and a commitment to the importance of confidentiality.

Ability to use Microsoft Office including Word, Excel and Access or equivalent.

Ability to prepare detailed reports and project plans.

Demonstrable critical analysis skills.

Highly developed partnership, advocacy, oral and written skills that are persuasive and influential with others.

You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car.

Strong communication skills with ability to engage with colleagues, partners and the public to build productive relationships with key stakeholders.

Must be able to work flexibly to meet the demands of the service (this may include some evening and weekend work as necessary).

£28.15 per hour
36.25 hours per week
