Job description
We have an exciting opportunity for an experienced Finance Business Partner to join the joint collaboration unit of Surrey and Sussex Police.
This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions.
Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.
Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.
The purpose of the role is - The Finance Business Partner - Transformation will provide finance advice, support and assurance around the collective programme of change projects across the two Forces.
They will ensure that the transformation portfolio is financially sound, affordable and delivers the most effective use of the resourcing available for change.
Key Accountabilities:
- Maintaining a comprehensive plan of costs for projects in the two Forces and expected savings, keeping the plan and supporting information up to date. Ensuring that plans are affordable and savings realistic. Reviewing and advising significant variances in the plan and assisting the transformation programme leads in addressing those variances.
- Ensuring that expenditure on projects and programmes is correctly captured and reported.
- Defining and monitoring the financial elements of the project governance gateway process. Acting as the prime lead where financial approval is required as part of that governance process.
- Providing financial scrutiny of costs and savings estimates in new project cases and advising on risks and consequences.
- Representing Finance in the post implementation reviews for completed projects with particular attention to the outturns of costs and savings and the associated impacts.
- Working with divisional management, change leaders and attending the Change Assessment Board to develop change plans and transformation content - bringing advice and innovation for the development of Force aims and objectives into the change portfolio with the most cost effective solutions.
- Attending project boards for major transformation projects as the finance representative to assist in the appropriate financial management and control of those projects.
- Working with Business Partners to ensure that change plans are developed through sufficient rigor and robustness, with business cases that are fit for purpose and appropriate.
- Providing commercial insight into the possibility of alternative models of service delivery.
- Providing business analysis / financial analysis support for the development and maintenance of the Forces' change portfolios, including financial modelling, data analytics, options appraisals for the review and development of change opportunities.
- Providing efficiency investigation and VFM (Value for money) support delivered through Business Partners with the business analysis team.
- Managing and developing a team of Assistant Accountants focused on delivering business analysis support, working on transformation investigations or through the Business Partnering roles. Take action to address any performance or attendance issues.
- Assisting the Head of Business Partnering and Support in delivering an effective customer support service on all matters of Finance.
- Undertaking other duties appropriate to the grade and character of work as maybe reasonably required, including specific duties of a similar or lesser graded post
ESSENTIAL CRITERIA
- CCAB qualified accountant (i.e. ICAEW, ICAS, ICAI, ACCA, CIMA, CIPFA) or a recognised equivalent
- Experience of providing financial support for major change programmes.
- Knowledge and experience with project and programme management methodologies.
- Capability to plan at a strategic level and to translate Force aims and objectives into transformational activity.
- Excellent oral and written communication skills and ability to explain complex technical accounting to non-finance stakeholders
- Able to advise and influence senior decision makers on critical finance issues.
- Proven ability to network, persuade, influence and negotiate.
- Self-starter and proactive - able to establish themselves and their Transformational finance support activities within their customer working environment.
- Proven ability to meet tight deadlines within unpredictable and demanding environments whilst delivering high quality products
- Able to establish effective working relationships with Finance colleagues and a range of stakeholders to support delivery of business outcomes.
- Strong finance analytical skills to interpret the financial information available, to identify problems and opportunities, to scrutinise project costing, benefits and investment decisions and propose alternative potential solutions.
- Confidence to challenge at senior levels when appropriate.
- Experience of managing and developing staff performing management accounting services.
- An enthusiastic and empowering management and leadership style with high levels of self- motivation and resilience as well as the tenacity to see difficult issues through to their natural
conclusion.
