Job description


The Chair will be required to provide strong leadership for The NHS GMS People and Communities Forum and, working alongside its members, holding responsibility for developing recommendations on national priorities. They will need to:

 provide leadership to the Forum in working to gain a consensus decision, or if a consensus is not met, to have the casting vote for any decision
 ensure the effective contribution of all members, ensuring all members engage positively and collaboratively in discussion of all agenda items and ensure that views are taken into equal account and it is important to ensure there is a ‘parity of esteem’ between the different members
- ensure the group apply the process consistently and equitably
- prepare thoroughly for each Forum meeting, reading and digesting papers in advance of the meeting
- review and sign off documentation of discussion and decisions post-meeting, as necessary.

Have a high-level understanding and interest in healthcare
issues, NHSE and the wider environment in which it operates. The chair is expected to have the ability to inspire colleagues and demonstrate personal integrity and commitment to openness, inclusiveness and high standards.

Provide strong leadership and regulate the group, ensuring the group functions with clarity, efficiency and effectiveness. It is the
responsibility of the Chair to ensure that the group is consistent in its approach to decision making and abides by the Terms of Reference for the group.

In April 2023, NHS England, NHS Digital, and Health Education England merged to create a new, single organisation to lead the NHS in England. This new NHS England is designed to create a simpler, smaller, high performing, organisation that leads the NHS more effectively and is a better place to work. Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Provide independent judgement and constructive challenge. The Chair
must facilitate the effective contribution of all members, ensuring all members engage positively and collaboratively in discussion of all individual cases. They will ensure that views are taken into equal account and it is important to ensure there is a ‘parity of esteem’ between the different members. The Chair must seek advice and guidance if they are unable to resolve any constructive challenge.

Provide the necessary skills to support the group to reach a consensus
and where a consensus cannot be reached, it is the responsibility of the chair to lead a process in accordance with the Terms of Reference by which a funding decision can be made.

Operate within agreed procedures, co-ordinate a regular review of the
performance of the group in meeting agreed goals and objectives, this may include the preparation of reports where required.
