Job description
We are currently recruiting for a Finance Manager on behalf of our public sector client based in East London.
The role will act as a Senior Finance Business Partner, providing financial advice and support to Strategic Directors, Directors, Heads of Services and other managers. This role will provide financial support to Community Solutions, Law & Governance, Human Resources, Enforcement and Parking Services
The successful applicant will be a fully qualified accountant and member of one of the CCAB professional institutes or equivalent. Demonstrate knowledge of local government accounting experience is essential for this role, with the ability to lead a team through the year end closure of accounts.
This is a 6 month interim contract and is paying £550 per day. The role offers hybrid working with at least 2 days in the office in Barking.
Key Duties:
- Lead and manage the business partnering team providing full financial support
- Budget monitoring and forecasting
- To lead on providing financial advice, information, challenge, support and training to a specified group of senior managers particularly in relation to the planning, monitoring and control of budgets
- To coordinate the financial monitoring processes for a defined set of services to ensure accurate forecasting, early identification of pressures, savings and risks and timely submission of the budget monitoring reports
- Technical advice in specialist areas
- Provision of accurate and timely reports on relevant financial issues and performance
- Providing data analysis and options appraisal to enable decision making
- Budget setting and financial planning
- Year end processes including providing specified to the accounts
- To work with service managers to identify financial risks and pressures and ensure these are reported in good time to the Chief Financial Officer
- Working with Senior Managers to develop and evaluate mitigations or options for maximising opportunities, including the implementation and monitoring of action plans, savings initiatives and other risk mitigation measures
- Building submissions on growth requests, providing robust analysis to support each submission on pressures and risks
- Supporting the identification, implementation and monitoring of savings and efficiencies including evaluating the likelihood, risk and impact of proposals
- Identify training needs of service managers and their administrative support staff in relation to the financial management and ensure appropriate training strategies are implemented
- To coordinate preparation and quality assurance of all relevant statutory returns, statistic and grant claims and deal as necessary with Government departments, partnerships and other external bodies, in consultation with the appropriate service managers
- Monitor and evaluate finance processes and procedures, drive continuous improvement in policies, procedures and processes
Key Knowledge, Skills & Experience:
- Experience of working in large complex organisations and supporting the financial management of significant budgets
- Experience of providing financial support to ambitious savings and transformation programmes
- Fully qualified accountant and member of one of the CCAB professional institutes or equivalent
- Demonstrable local government accounting experience
- Ability to communicate complex financial information in an easy to understand format, clearly outline areas of focus, options, implications and recommendations as required to enable decision making. This includes writing formal reports and financial implications on Cabinet reports
- Ability to build constructive relationships with budget holders, managers and other customers
- Ability to act as a critical friend and offering challenge
